Kinhtedothi - On the morning of November 19, the 19th session of the Hanoi People's Council passed a resolution on the title of Honorary Citizen of the Capital. The title of Honorary Citizen of the Capital is awarded in conjunction with the anniversary of the Capital Liberation Day (October 10) or the anniversary of the Capital's major holidays every year.
The Resolution stipulates that the subject of the title is foreign individuals who are eligible to be awarded if they meet the following conditions: foreign individuals comply with the Constitution, laws, and regulations of the Socialist Republic of Vietnam; have made special contributions to the construction, development, management, and protection of the Capital or in establishing, expanding, and strengthening the solidarity, friendship, and international cooperation of the Capital.
At the same time, the resolution also stipulates that departments, branches, sectors; the Fatherland Front and socio- political organizations of the city; People's Committees of districts, towns; agencies and units of the city; agencies and units of the Central Government; diplomatic agencies and international organizations at home and abroad are the agencies, units and organizations that consider, introduce and present the title of Honorary Citizen of the Capital.
The resolution sets out the principles that the awarding of titles must be accurate, public, transparent, and timely. Each individual can only be awarded the title of Honorary Citizen of the Capital once, and posthumous awards are not applied.
The awarding process is regulated as follows: departments, branches, sectors; Fatherland Front and socio-political organizations of the city; People's Committees of districts, towns; agencies and units of the city consider and submit to the Hanoi People's Committee.
Central agencies, units and diplomatic agencies, international organizations at home and abroad consider, have written recommendations and proposals to the Hanoi People's Committee.
The Hanoi Department of Home Affairs (Hanoi Emulation and Rewards Committee) receives the dossier, appraises, asks for opinions from the Central External Relations Committee, the Ministry of Foreign Affairs, the Ministry of Public Security; agencies and units under the city's management related to the field of activity of the individual proposed for the title. At the same time, reports to ask for opinions from competent authorities according to regulations on the individual proposed for the award; synthesizes and submits to the Hanoi People's Committee.
In special cases, the Hanoi Department of Home Affairs (Hanoi Emulation and Rewards Committee) proposes that the Hanoi People's Committee report to the competent authority for opinions before deciding to award.
The application for award consideration includes: a submission and documents from the agency, unit, or organization requesting the Hanoi People's Committee to consider awarding and send them to the Hanoi Department of Home Affairs (through the Hanoi Emulation and Rewards Committee). A summary report of the individual's achievements with confirmation from the submitting and recommending agency or unit.
In special cases, the agency or organization that considers the award will summarize the achievements of the individual proposed for the award and take responsibility for the achievements of the individual proposed for the award. Relevant supporting documents (if any).
Individuals awarded the title of Honorary Citizen of the Capital enjoy benefits such as being invited to attend important events of the Capital organized by Hanoi City; and being exempted from using public services managed by the Hanoi People's Committee.
Upon arrival in the Capital, the city will arrange diplomatic ceremonies according to the Reception Organization Plan approved by competent authorities in accordance with the law and city regulations.
Individuals awarded the title of Honorary Citizen of the Capital have the responsibility to continue to preserve and promote the achievements they have made. The authority to award and revoke the title is the Hanoi People's Committee.
The award ceremony for individuals receiving the title of Honorary Citizen of the Capital is held in conjunction with the anniversary of the Capital's Liberation Day (October 10) or the anniversary of the Capital's major holidays every year.
