The National Assembly delegation of Ca Mau province contributed many opinions at discussion group No. 8, 10th Session, 15th National Assembly

On the morning of October 21, at discussion group No. 8, the 10th session of the 15th National Assembly, National Assembly deputies from Ca Mau and Bac Ninh provinces had a lively, frank, and multi-dimensional discussion on the results of the implementation of the socio-economic development plan, the State budget in 2025 and orientations for 2026; the medium-term public investment plan and the national financial plan for the period 2026 - 2030, along with a number of reports from the Government and central judicial agencies.

Delegate Nguyen Quoc Han, Deputy Head of the National Assembly Delegation of Ca Mau Province, Member of the National Assembly's Committee for People's Aspirations and Supervision, highly appreciated the Government's efforts in governance in the context of many fluctuations in the global economy . However, he also frankly pointed out that the quality of growth and labor productivity are still low, the restructuring of the economy is still slow, the proportion of agricultural labor is still high, while the contribution of the digital economy has only reached 14%, lower than the set target.

Delegate Nguyen Quoc Han, Deputy Head of the National Assembly Delegation of Ca Mau province, member of the National Assembly's Committee for People's Aspirations and Supervision, spoke at the discussion.

Delegate Nguyen Quoc Han proposed that it is necessary to strongly shift the growth model to one based on science, technology, innovation, digital economy and labor productivity, instead of relying on resource exploitation or investment capital.

Delegate Nguyen Quoc Han also proposed that the Government prioritize investment in strategic infrastructure projects, such as the Can Tho - Ca Mau - Dat Mui expressway, and at the same time, integrate environmental protection and climate change response goals into the medium-term public investment plan for the 2026 - 2030 period.

Delegate Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, suggested that it is necessary to focus on analyzing factors that hinder the competitiveness of enterprises; in which, high logistics costs (accounting for up to 14% of GDP) are a major cause of increased product prices, affecting national competitiveness. Delegate Dinh Ngoc Minh suggested that there should be a comprehensive solution to reduce logistics costs by at least 5%, equivalent to saving about 25 billion USD/year for the economy.

Delegate Dinh Ngoc Minh also emphasized the need for substantial administrative procedure reform, not just on paper, because "There cannot be a dynamic economy if administrative procedures remain complicated and lengthy"; at the same time, he requested ministries and branches to resolutely cut 30-50% of unnecessary administrative procedures, improve the business environment, and create sustainable development momentum for the private enterprise sector.

Delegate Nguyen Huy Thai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Ca Mau province, Member of the National Assembly's Committee on Culture and Society, proposed focusing on three major groups of issues: National digital transformation, environmental protection and sustainable development of the Mekong Delta.

Delegate Nguyen Huy Thai highly appreciated the "Digital Literacy for All" movement launched by General Secretary To Lam, considering it a strategic policy to help popularize technology skills and narrow the digital gap. Delegate Nguyen Huy Thai recommended that the Government have policies to support the movement, especially for ethnic minorities, remote areas, and the elderly, so that everyone can benefit from digital transformation.

Regarding the environment, delegate Nguyen Huy Thai emphasized: The classification of household waste according to the Law on Environmental Protection 2020 has not been as effective as expected, even though the transition period has ended. Delegate Nguyen Huy Thai suggested that the Government strengthen inspection and evaluation of implementation results, considering this as a criterion reflecting urban management capacity and the level of social civilization.

Regarding the Mekong Delta region, delegate Nguyen Huy Thai pointed out the increasingly serious impacts of climate change, saltwater intrusion and land subsidence; at the same time, he recommended that the Government promote international cooperation within the Mekong River Commission to ensure water resources, livelihoods and environmental security for tens of millions of people downstream.

The opinions expressed by the National Assembly Delegation of Ca Mau province at the 10th Session demonstrated the spirit of innovation, courage and high responsibility before the National Assembly, the Government and voters nationwide.

From specific local issues to national issues, Ca Mau delegates contributed to reflecting vivid reality, bringing the voice of the people of the far South to the Central Parliament.

The recommendations and proposals of the National Assembly Delegation of Ca Mau province not only aim to solve immediate difficulties but also aim towards a sustainable development future.
