On September 29, the Supervisory Delegation of the People's Council of Tuyen Quang province, headed by Comrade Pham Thi Minh Xuan, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, had a working session with the People's Committees of Tung Vai and Can Ty communes on the implementation of the Resolution on socio-economic development in 2025 and the results of the implementation of the two-level local government in the economic and budgetary fields in the communes. Also attending the working session was Comrade Tran Thanh Thuy, Member of the Provincial Party Committee, Head of the Economic and Budgetary Committee of the Provincial People's Council.

At the working session, the leaders of the People's Committees of Tung Vai and Can Ty communes reported on outstanding results in the leadership, direction, management of budget, land, planning and socio-economic development tasks. They emphasized that after more than 2 months of implementing the consolidation of administrative units and operating the 2-level local government model, the Party Committees and authorities of the 2 communes have focused on perfecting the organizational apparatus, assigning specific tasks to cadres and civil servants, ensuring synchronous implementation of tasks. Budget revenue and expenditure were basically carried out in accordance with regulations; many infrastructure works were invested and repaired, contributing to socio-economic development and improving people's lives.

However, in the process of organizing and operating the two-level local government, there are still some difficulties and problems such as: The regulations and instructions of the Central Government are still lacking in specificity and consistency; some regulations are not suitable and overlap, causing difficulties in performing tasks; cadres and civil servants have to undertake a large amount of work in many fields; there is a lack of cadres with experience and deep expertise in some important fields such as finance, planning, construction, land management, health ... affecting the effectiveness of advisory work. The commune's budget is still limited, many degraded works need to be repaired but lack funding. Administrative procedures on land still have many intermediate steps, take a lot of time, affecting the progress of task implementation.

Tung Vai commune leaders reported on the results of implementing two-level local government after the merger.

At the working session, the survey team and the People's Committees of Tung Vai and Can Ty communes exchanged and discussed the contents of implementing the tasks and powers of the commune level in the fields of State management in decentralization, delegation of power, and determination of authority when organizing a 2-level local government; the arrangement of cadres, civil servants and activities of specialized departments under the People's Committees of communes, the Public Administration Service Center ; the arrangement and use of non-professional workers; the funding for implementing labor contracts for some current job positions lacking specialized cadres and civil servants; difficulties and problems regarding the legal basis, management authority in the fields of education and training, the budget field, and the implementation of 3 national target programs...

Comrade Pham Thi Minh Xuan, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council spoke at the working session with Tung Vai commune.

Speaking at the working session with the two communes of Tung Vai and Can Ty, Vice Chairwoman of the Provincial People's Council Pham Thi Minh Xuan requested the two communes to continue to adhere to legal regulations, implement publicity and transparency in budget revenue and expenditure management; promote administrative procedure reform; proactively advise and propose solutions to overcome difficulties. At the same time, she requested commune-level officials and civil servants to change their working methods, actively study and update regulations of the Central Government and the province, new mechanisms and policies on the authority of commune-level authorities; improve the capacity of officials, increase exchanges and learning to meet work requirements in the new situation. She assigned the Office of the National Assembly Delegation and the Provincial People's Council to fully synthesize local recommendations to report and submit to the Provincial People's Council and People's Committee for consideration and resolution according to their authority.
