On the afternoon of September 5, at the Provincial Party Committee headquarters, Comrade Nguyen Huu Nghia, Member of the Party Central Committee, Secretary of the Provincial Party Committee, had a working session with the Vietnam National Coal - Mineral Industries Group . Also attending the working session were Comrade Nguyen Quang Hung, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of provincial departments and branches.
At the meeting, representatives of the Department of Finance reported on the implementation of projects of the Vietnam National Coal - Mineral Industries Group (Group) in the province.
Currently, the Group's companies are implementing 4 projects in the province. Of which, the investment project to build an Ammonia production plant in Nam Thai Ninh commune (in Thai Binh Economic Zone), up to now, the investor has not completed the procedures on land, environment, construction... The implementation progress is not guaranteed. guarantee to start construction in October 2025 according to the registered schedule. The reason is that the agreement to transfer assets on land of organizations and households still lacks legal documents and consensus of the owners of assets on land, the types of assets on land are many and complicated. Propose that the People's Committee of Nam Thai Ninh commune coordinate and support investors in the process of transferring land and assets on land belonging to the land area of Van Nang Joint Stock Company and other livestock facilities, to be completed in September 2025. Propose that the Land Fund Development Center No. 2, the People's Committee of Nam Thai Ninh commune accelerate the progress of establishing, appraising, approving and implementing the compensation and site clearance plan for the land area managed by enterprises and the State, to be completed in October 2025. Propose that investors urgently complete the procedures to soon start the project.
Dong Hai Port Project in Dong Tien Hai Commune, designed capacity: Level II inland waterway port capable of receiving ships with a tonnage of up to 2,000 tons, cargo volume passing through the port is about 10 million tons/year. Up to now, the Ministry of Agriculture and Environment has not agreed on the project investment policy because the project scope is completely within the sea dike protection corridor (200 m from the foot of the dike to the sea), so materials and goods cannot be gathered. Therefore, the investor needs to adjust the project scale, not gathering, screening, mixing within the dike protection area. Currently, the investor is completing the dossier to get opinions from departments and branches, and at the same time asking for opinions from the Ministry of Agriculture and Environment.
Project to build an executive office complex in Tran Lam ward currently under construction and in operation.
For the project to build an office in Trieu Viet Vuong commune (formerly An Vi commune, Khoai Chau district, old Hung Yen province), the Red River Energy Company has leveled and built the office of the Red River Delta Coal Project Management Board - VINACOMIN and a surrounding fence; however, up to now, the company has not used it. Through assessment, the project has not been implemented effectively. The reason is that in the period of 2010 - 2011, the Government and the Group had a policy to temporarily suspend investment in projects from the state budget. Because the project has not been approved for investment in accordance with the provisions of the law on investment, the Department of Finance requested the Provincial People's Committee to assign the Department of Agriculture and Environment to review the progress of land use of the project, and advise the Provincial People's Committee according to the provisions of the law on land on the land use of the investor. Request the Group to direct the review of the project, if the investor does not have a need to use the land, it is recommended to return it to the locality to avoid wasting land resources.
At the meeting, the Group's representatives proposed a number of difficulties and obstacles in land leasing, site clearance, determining the origin of residential land, assets on land, and graves of people's relatives. Next, the leaders of the Provincial People's Committee and a number of provincial departments and branches proposed a number of solutions to remove difficulties and obstacles to ensure project progress and environmental protection.
Speaking at the meeting, Mr. Ngo Hoang Ngan, Chairman of the Board of Members of the Group, requested Hung Yen province to direct relevant agencies to coordinate and create favorable conditions for the Group to soon start the investment project to build an Ammonia production plant; Dong Hai port project, construction of warehouses and elevated coal conveyor belts.
Concluding the working session, Secretary of the Provincial Party Committee Nguyen Huu Nghia affirmed: Hung Yen Province will accompany the Group to remove difficulties and obstacles, creating favorable conditions for project implementation. The Ammonia factory construction project still has 26 graves located on the project land, Nam Thai Ninh commune will coordinate with the Group to relocate; some constructions and assets of enterprises and people built on the project land, units need to coordinate to determine the origin and construction time to have a solution.
The Provincial Party Secretary requested: The Department of Construction needs to step in to support communes with projects to implement planning; at the same time, verify the legal documents of 2 livestock facilities included in the Ammonia production plant construction investment project... Land Fund Development Center No. 2 supports the Group in carrying out procedures related to land acquisition and site clearance, striving to complete in October 2025. The Group strengthens coordination with relevant units to strive to start construction of the Ammonia Production Plant Project by the end of 2025.
For the Dong Hai Port Project, the Group is studying feasible options to build warehouses and yards so as not to affect the sea dike and protect the air and noise environment. For the office construction project in Trieu Viet Vuong commune, the province will support and facilitate the introduction of investors to use suitable land area and assets, adjust planning, and change the land use purpose of the project.
