BAC GIANG - On the morning of June 30, at the Bac Giang Provincial Conference Center (3/2 Square), the ceremony to announce the resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units, ending the operation of district-level administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, Vietnam Fatherland Front Committees of Bac Ninh province and 99 communes and wards took place.

At the ceremony, comrade Nguyen Van Gau, member of the Party Central Committee, Secretary of the Bac Ninh Provincial Party Committee (new) delivered an important speech. Bac Giang Electronic Newspaper respectfully publishes the full text of the speech.

Today, the Party Committee, government and people of all ethnic groups in Bac Ninh province are very happy and honored to welcome Comrade Nguyen Duy Ngoc, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee; Comrade General Pham Van Tra, former Politburo member, former Minister of National Defense; comrades of the Party Central Committee, former members of the Party Central Committee; leaders of central departments, ministries and branches; delegates and distinguished guests to attend the ceremony to announce the Politburo's Decision on the establishment of the Bac Ninh Provincial Party Committee; announce resolutions and decisions of the Central and local governments on merging provincial and commune-level administrative units; personnel work of the Party Committee, People's Council, People's Committee, Fatherland Front Committee of Bac Ninh province and 99 communes and wards in the province. This is a political event of special importance; a historical milestone, continuing the glorious tradition of the Kinh Bac - Ha Bac - Bac Giang - Bac Ninh region on the path of construction and development.

On behalf of the Party and State leaders, Comrade Nguyen Duy Ngoc, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission, delivered an important speech, acknowledging, praising, and encouraging the achievements and results that the Party Committees, authorities, and people of all ethnic groups in Bac Giang and Bac Ninh provinces have achieved in the past time; especially the efforts, endeavors, solidarity, and unity of the Party Committees, authorities, and people of the two provinces in the process of preparing for the province's merger. He also emphasized the extremely important tasks that the Party Committees, authorities, armed forces, and people of Bac Ninh province need to focus on implementing in the coming time; to build Bac Ninh province to continue to develop comprehensively, sustainably, prosperously, civilized, and modern.

The Party Committee, government, armed forces and people of all ethnic groups in Bac Ninh province respectfully thank, seriously and fully understand and will focus on concretizing and effectively implementing the instructions of comrade Nguyen Duy Ngoc. We promise to the leaders of the Party and State: The Party Committee, government, armed forces and people of all walks of life in Bac Ninh province will inherit and promote the results achieved in the past time; always uphold the spirit of solidarity and unity; promote democracy, self-reliance, and determination to build the homeland of Bac Ninh to become increasingly prosperous, civilized and modern; worthy of the tradition, history and trust and expectations that the leaders of the Party and State have placed on the locality.

At this important event, the Party Executive Committee of Bac Ninh province would like to express our respect, gratitude and deep gratitude to the revolutionary veterans, former leaders of the province through the periods; generations of cadres, party members, armed forces, business communities and people of the two provinces who over the years have united, shared the joys and sorrows, overcome all difficulties, strived and contributed so that Bac Ninh province today has enough power and strength to enter a new stage of development. We would like to thank the children of Bac Giang and Bac Ninh who are living, studying and working all over the country and abroad for always being loyal and devoted, turning to their homeland with all their hearts, contributing their efforts and intelligence to build their homeland to be more and more developed. We would like to sincerely thank many comrades, civil servants and public employees of agencies from the province to the grassroots level who voluntarily retired early and volunteered to accept lower positions to facilitate the process of rearranging and streamlining the organizational apparatus.

Dear distinguished guests; dear people!

Our Party always identifies that personnel work is the "key" task of Party building. With 71 comrades members of the Provincial Party Executive Committee, 19 comrades members of the Provincial Party Standing Committee; comrades appointed as personnel of Party committees, People's Councils, People's Committees, Fatherland Front Committees, assigned to work positions in provincial agencies and in 99 communes and wards in the province; I hope that you comrades are deeply aware of your honor and responsibility when being trusted, selected, and assigned tasks by Party committees, agencies, and organizations at this historic time. Each of us is a piece, a link in the apparatus. That apparatus must operate smoothly, be close to the people, respect the people, understand the people, and best serve the people and businesses; bring each locality in the province and Bac Ninh province to develop strongly. The workload in the coming time is very large; there will be many difficulties and challenges arising in the process of performing the tasks. However, we are confident because we always have a solid foundation, which is the leadership, support and assistance of the Party, the State and the Central ministries, departments and branches; the effective coordination and support of other provinces and cities; we are confident because we always keep in mind Uncle Ho's instructions when attending the First Ha Bac Provincial Party Congress: Today, the two new provinces have merged into one. Party members and cadres of the two old provinces must absolutely avoid localism. We should not think that this province has been merged into the other. The truth is that the two provinces have merged into one large province of the Democratic Republic of Vietnam. That is a good expansion. We are confident because we have a valuable asset, which is the tradition of solidarity, unanimity and profound cultural values, the heroic historical tradition created by many generations of Kinh Bac - Ha Bac - Bac Ninh - Bac Giang people in the past and Bac Ninh today. We are confident because we have the strong support of over 3.6 million Bac Ninh people who are always full of determination, together with Party committees and authorities at all levels, to make our homeland Bac Ninh increasingly prosperous, strong and civilized.

From today, the Party Committee, government, armed forces and people of all ethnic groups in Bac Ninh province officially enter a new stage of development; aiming to become a centrally-run city before 2030; one of the growth poles, a bright spot in socio-economic development of the whole country. The tasks are very heavy; opportunities are intertwined with difficulties and challenges. In the coming time, the Party Committee, government and people of all ethnic groups in Bac Ninh province hope to continue to receive more regular attention, leadership, direction and assistance from the leaders of the Party, State, central ministries, branches and other localities to have more motivation and conditions to promote development, firmly step on the path of integration and development, together with the whole country firmly step into the era of national development.
