Dong Nai adjusts Bien Hoa City's master plan, series of projects officially cleared

On November 19, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc signed Decision No. 3479 approving the local adjustment of the 1/10,000 scale master plan of Bien Hoa City to 2030, with a vision to 2050.

The newly announced adjustment focuses on population size and land use quotas in subdivision C4, part of the urban area west of Bien Hoa - Vung Tau highway.

Specifically, the population size of the entire western urban area will be adjusted from 420,000 people to 434,000 people. In particular, the population size in the adjusted planning scope of C4 subdivision will be adjusted from 126,000 people to 140,000 people.

Regarding land use indicators, urban residential land is from 45 - 55 m2/person; urban public service land is from 4 - 5 m2/person; urban green park land is from 8 - 10 m2/person; urban traffic land is from 17 - 20 m2/person.

Regarding the content of planning adjustment, function adjustment, and land use structure adjustment, the Decision clearly states the content of local adjustment of the general planning to overcome shortcomings in the overall adjustment dossier of the general planning of Bien Hoa City approved in 2014, which did not fully update the detailed planning content 1/500 of projects being implemented within the scope of subdivision C4 (which has been granted land use right certificates).

At the same time, adjust and supplement the planning to suit the new development orientation of Bien Hoa City.

Accordingly, the 90-hectare area that has not completed compensation and site clearance work will be separated from the project implementation boundary; the green corridor along the river and the lake park will be adjusted. At the same time, a number of green parks will be added in urban areas.

Adjust the location of the public service center system in the direction of updating the public works system according to the approved 1/500 detailed planning, and at the same time add some public works to suit the new development orientation of Bien Hoa City...

Regarding the adjustment of land use structure and function. The above planning adjustment contents will increase the urban residential land planning by about 166.8 hectares and the riverside green corridor land planning by about 251.3 hectares, due to updating and supplementing the planning from riverside green corridor land to urban residential land planning.

Reducing the planned area of riverside green corridors to supplement and update functions according to the approved 1/500 detailed planning of urban areas and updating and reducing the planned width of riverside green corridors in the Cu Lao Phuoc Hung area on the basis of complying with current regulations on planning water source protection corridors.

In addition, the planning of land for green parks - open spaces increased by about 35.6 hectares due to the update and addition of planning land for green parks - open spaces based on the update and addition of planning functions according to the detailed construction planning at a scale of 1/500 of approved urban areas for urban green parks and the addition of land for green parks - open spaces in urban areas to ensure the service targets and radius according to regulations.

Recently, in this subdivision, investors have implemented urban and residential area projects such as: Long Hung residential area project, Dong Nai WaterFront urban area, Aqua City urban area, high-end commercial service urban area of Phuoc Hung island...

However, at the time of approval of the general planning and C4 zoning plan, the detailed planning documents 1/500 of previously approved projects had not been fully updated, leading to inconsistencies and discrepancies between the planning at all levels. Due to these discrepancies, many projects had to temporarily suspend construction and business.

A representative of Novaland Group said that this is an important legal step to remove obstacles for many projects of many enterprises; ensure the synchronization of the next planning levels, paving the way for the completion of the adjustment of the C4 subdivision planning and the 1/500 detailed planning of the Aqua City project, expected to be completed in early 2025.

This new planning will be a solid legal foundation to help the Aqua City super project soon become a satellite city in the East of Ho Chi Minh City - one of the key projects of Novaland Group.

Novaland sees this adjustment as the result of the past two years of the business and the support from the authorities. The Group has repeatedly proposed and recommended to central and local ministries, departments, and branches, especially the Government 's Special Task Force, to resolve legal issues for the Aqua City project in Dong Nai.
