Credit flows are being adjusted and flowing in the right direction.

(Chinhphu.vn) - Bank credit in the first 9 months of 2025 recorded positive growth momentum. Some banks with high growth rates such as Agribank achieved an increase of 12%, BIDV nearly 9%, in which, notably, capital is mainly focused on the agricultural, rural, small and medium-sized enterprises sectors, contributing to promoting economic recovery and ensuring system safety.

Steady credit growth, closely following the Government 's direction

Speaking to the press, Ms. Phung Thi Binh - Deputy General Director of Agribank said that in the first 9 months of 2025, Agribank's credit growth reached 12% compared to the beginning of the year, double the increase in the same period in 2024 (6%). This growth is mainly concentrated in the agricultural , rural and farmer areas, in line with the core business orientation of the bank.

In the credit structure, personal loans account for 79%, while legal entities account for 21%, reflecting the orientation of supporting individual customers, production households, cooperatives and small businesses in the agricultural sector.

Ms. Binh shared that most sectors in the agricultural sector recorded growth, except for the rice sector, whose export value decreased by 18.5% compared to the same period last year despite stable output. To support this sector, Agribank has proposed that the State Bank increase the credit limit for agriculture, forestry and fishery from VND20,000 billion to VND25,000 billion, in order to promptly support enterprises and farming households in producing, processing and exporting rice.

For corporate customers, Agribank expanded credit to corporations, general companies and manufacturing enterprises, reducing the proportion of real estate loans which only accounted for a small part of total credit growth.

At the same time, Agribank is actively implementing preferential credit packages under the direction of the Government and the State Bank. A typical example is the agricultural - forestry - fishery support package launched in July 2023, when agricultural exports faced difficulties. Initially, the bank participated in 3,000 billion VND, after four expansions, the scale has now reached 25,000 billion VND, with 14,000 billion VND disbursed and 5,000 billion VND of outstanding debt.

"This credit package has provided practical support to customers in the agriculture, forestry and fishery sectors, contributing to promoting production and export, ensuring a stable source of capital for businesses in the context of volatile markets," said Ms. Phung Thi Binh.

Notably, Agribank leaders shared: The bank is also focusing on implementing the social housing credit package. As of September 30, the bank has approved loans for 18 projects with a total value of VND5,000 billion, disbursed to 9 projects and 400 individual customers. Agribank is currently appraising 11 other projects, with an expected loan size of about VND5,000 billion.

"We believe that the social housing credit package will be disbursed effectively in the coming time, especially in Hanoi and Ho Chi Minh City, where many projects have been approved. Agribank is ready to accompany and ensure timely capital sources so that people have the opportunity to settle down," Ms. Phung Thi Binh affirmed.

Maintain credit safety, expand capital for production

Regarding risk management, the Deputy General Director of Agribank said that the bad debt ratio as of September 30 was 1.19%, down 0.4 percentage points compared to the beginning of the year. The bank's goal is to maintain bad debt on the balance sheet below 1% by the end of 2025.

Agribank is also implementing Basel III capital safety standards, improving risk management capabilities and capital efficiency. Ms. Binh emphasized: Agribank always adheres to the principle that credit growth must go hand in hand with quality control and ensuring system safety, not growth at all costs.

"In the context of the economy's increasing capital absorption capacity, high credit demand but difficult capital mobilization, Agribank always has to consider "long-term" plans, proactively balance growth and financial safety, ensure capital safety ratio, liquidity and operational efficiency," Agribank leaders emphasized.

A representative of another large bank, Mr. Lai Tien Quan - Deputy General Director of BIDV, said that by the end of September 2025, BIDV's total outstanding credit balance reached nearly 2.2 million billion VND, an increase of approximately 9% compared to the beginning of the year. With the largest outstanding loan balance in the market, this result demonstrates BIDV's significant efforts in providing capital to the economy.

In the credit structure, outstanding loans in the agricultural and rural sectors reached over VND431 trillion, accounting for about 20% of total outstanding loans; small and medium enterprises about VND300 trillion, equivalent to 14%. Notably, loans to high-tech enterprises increased by 43.8%, showing a trend of credit shifting towards innovation and sustainability.

In addition, BIDV is promoting lending to individuals, small traders, and business households, and implementing preferential credit packages to serve consumer and start-up needs. The bank is also researching a program to support customers affected by natural disasters, helping to stabilize life and restore production in damaged areas.

"The current economic management policy of the State is very accurate and in line with reality. The consensus of the business community and society creates confidence and strong motivation to promote credit and support economic growth. At the end of the year, when credit demand increases, BIDV has proactively launched 14 credit packages worth more than VND 1.1 million billion, focusing on processing - manufacturing, export, high-tech agriculture, infrastructure, logistics, telecommunications, energy, digital economy and circular economy," Mr. Lai Tien Quan shared.

Previously, at the press conference on the results of banking activities in the third quarter of 2025, Ms. Ha Thu Giang - Director of the Department of Credit for Economic Sectors (SBV) said that as of September 29, credit growth in the whole economy reached 13.37% compared to the end of 2024. The credit structure shifted positively, in line with the economic development orientation: agriculture - forestry - fishery accounted for 6.23%, industry - construction 24%, and trade - services 69%. In particular, credit for science - technology and innovation increased by 13%, showing priority for high-productivity, high-value-added sectors. About 78% of the total outstanding debt of the economy serves production and business, of which agriculture accounts for 23%, small and medium enterprises over 19%, and supporting industry and high technology increased by 23.14% and 25.02% respectively.

This development shows that credit capital is being adjusted, flowing in the right direction, focusing on priority areas, contributing to promoting production recovery, ensuring social security and sustainable development.
