Mr. Pham Tot's family (Nghia Giang commune, Quang Ngai province) has a house located in the safety corridor of the Quang Ngai - Hoai Nhon expressway project. During the construction process, contractors installed barriers and raised the ground 10 meters higher than the original state of Mr. Tot's house. Just one rain, the soil on the expressway flows down to the house, turning the front yard into a muddy field, disrupting daily life.

Mr. Tot has a land area of 1,096.7m2 , belonging to plot number 468 including rural residential land and BHK land, on which there are currently 3 houses. Previously, Mr. Tot's family had handed over 392m2 of land for the construction of the Quang Ngai - Hoai Nhon expressway. He said: "After this project is completed, there will be a lot of traffic, my family's house will not be safe." Mr. Tot requested the local government to consider resettlement arrangements for his family to soon stabilize their lives.
In addition to Mr. Tot's house, after handing over the land for highway construction, some houses of people at locations Km1+250, Km1+494, Km1+585 (the beginning of the highway) located in the highway safety corridor, even the houses of some households located close to the safety protection wall, were also affected.
During the construction of the Quang Ngai - Hoai Nhon expressway, at Km11+080, the construction of bridge abutments M1 and M2 had to be temporarily suspended for many months due to people's concerns that vibrations would cause cracks in their houses.
As for the section Km39+200 - Km39+400, 2 households did not allow construction because the remaining land was too small, located close to the edge of the slope and in the traffic safety corridor, right at the flood escape location. People requested the recovery of the entire remaining area and adequate compensation.
Mr. Cao Thanh Tuyen, Vice Chairman of the People's Committee of Nghia Giang Commune, said that the first section of the route has been facing difficulties for many months because people have reported that many houses have cracks, and in some cases, the land has been handed over since June 2024 but compensation has not been received.

Mr. Pham Xuan Vinh, Director of the Land Fund Development Center of Quang Ngai province, said that for some locations where people's houses are located within the traffic safety corridor, people's difficulties need to be resolved satisfactorily but must be specific for urgent cases.
Mr. Nguyen Ngoc Sam, Vice Chairman of the People's Committee of Quang Ngai province, requested departments, branches and localities to specifically review each case. Legitimate rights that have not been resolved must be supplemented according to regulations.
For households whose houses are located in traffic safety corridors at risk of being unsafe, the Vice Chairman of the People's Committee of Quang Ngai province requested resettlement arrangements to ensure people's rights and stabilize their lives.
The Vice Chairman of the Provincial People's Committee assigned the Provincial Land Fund Development Center to coordinate with investors, construction units and local authorities to urgently review and resolve problems and issues arising related to compensation and site clearance, ensuring progress and social security during project implementation.
The Quang Ngai – Hoai Nhon Expressway project is 88km long, with a 60.3km section passing through Quang Ngai, affecting more than 5,000 households. Site clearance, resettlement and social security work are being coordinated by the locality and the investor to ensure progress. Quang Ngai province has planned 23 resettlement areas with an area of 122.3 hectares; many areas still have land funds to arrange for affected households.
