Outstanding social policy credit balance reaches over 13,876 billion VND

On the morning of October 8, the Board of Directors of the Vietnam Bank for Social Policies (VBSP) Dak Lak branch held a conference to review the 9-month social credit activities and deploy tasks for the last months of 2025.

Since the beginning of the year, the Provincial Branch of the Vietnam Bank for Social Policies has coordinated with relevant departments, branches and units to continue advising the Provincial Party Committee and the Provincial People's Committee to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period and Decision No. 1560/QD-TTg dated July 18, 2025 of the Prime Minister on promulgating the Plan to implement Directive No. 39-CT/TW.

In 9 months, the whole province has disbursed nearly 3,731 billion VND to 62,541 poor households, near-poor households and other policy beneficiaries. To date, the total outstanding policy credit balance has reached more than 13,876 billion VND, an increase of more than 1,032 billion VND compared to the end of 2024, with a growth rate of 8.03%, with 251,557 customers with outstanding loans.

Along with growth, the quality and efficiency of operations in 102/102 communes, wards and the whole province are good; total overdue debt and frozen debt is nearly 28 billion VND (accounting for 0.2% of total outstanding debt, down nearly 3 billion VND compared to the end of 2024). The whole province has 2 transaction offices, 28/102 communes, 128/287 transaction points and 5,785/6,208 savings and loan groups have no overdue debt.

Immediately after the arrangement and merger of the provincial branches of the Social Policy Bank, the transaction offices signed joint documents with the entrusted socio-political organizations. At the same time, they continued to closely coordinate with associations and unions to effectively implement the entrusted work contents. The outstanding loan balance of associations and unions was 13,840.5 billion VND, with 251,072 borrowers (an increase of more than 1,024 billion VND compared to the beginning of the year).

According to the assessment at the conference, social credit activities in the province still face difficulties. Some local authorities have not yet arranged for commune police to protect security and safety at transaction points; commune, association and union leaders have not yet participated in regular meetings at transaction points. In addition, the capital source from the local budget transferred to the Vietnam Bank for Social Policies is still low, not enough to meet the borrowing needs of the people.

Standing Vice Chairwoman of the Provincial People's Committee Ho Thi Nguyen Thao, Head of the Board of Representatives of the Social Policy Bank, Dak Lak Branch, acknowledged the positive results in policy credit activities, especially after the merger of the province and the restructuring of the Social Policy Bank.

In the coming time, the Head of the Board of Directors of the Provincial Social Policy Bank requests the Board of Directors, members and related departments and branches to assess the situation, review each task to effectively implement policy credit work; strengthen digital transformation, propaganda on the Party and State's guidelines and policies on social policy credit and coordination between the Social Policy Bank and local authorities in the condition that there is no Board of Directors of the Social Policy Bank at the commune level; promptly complete the credit project "Improving the effectiveness of social policy credit in the new period in Dak Lak province" and promulgate regulations on preferential credit according to Resolution 111/2024/QH15, dated January 18, 2024 of the National Assembly; review and evaluate the current situation of poor households, near-poor households, and policy beneficiaries to deploy loans to the right subjects. At the same time, focus on inspection and supervision in the implementation of policy credit work.
