Since the Law on Access to Information came into effect (July 2018), the province has promptly issued an implementation plan, established a steering committee, reviewed and announced the list of information that must be made public and organized training for the team working on information provision. The development of mechanisms, detailed instructions and clear assignment of responsibilities between departments, branches, sectors and local People's Committees has helped the information provision and reception mechanism operate smoothly, avoiding overlap and ensuring the transparent responsibility of state agencies.

The province focuses on diversifying forms of propaganda and dissemination of the Law to officials, civil servants and people. The propaganda and dissemination of the Law on Access to Information is also integrated and implemented by agencies, units and localities through many programs, projects and plans in propaganda and dissemination of legal education , such as: "Improving people's capacity to access the law", "Strengthening communication of draft policies in the process of drafting legal documents"...
Digital transformation and the development of electronic information systems are identified as the main channels for information disclosure. Quang Ninh has maintained and completed the province's electronic information portal, the electronic information pages of agencies and units; integrated and updated public information categories according to regulations. From this platform, people and organizations can easily look up documents, decisions, reports, project lists, bidding information, public finance, etc.
In addition, the province also promotes the form of public posting of information at village and ward cultural houses; public administrative service centers at all levels; propaganda through newspapers, grassroots broadcasting systems, etc. The time of information provision is ensured by units and localities in a timely, regular and correct manner, contributing to improving the effectiveness of publicity, transparency and serving the needs of people and organizations well.
From mid-2018 to the end of June 2025, the whole province had 3,702 requests for information; of which 3,687 requests were provided, 15 requests were rejected due to incorrect subjects. The fields of information that people requested to be provided mainly focused on planning, land use plans, infrastructure development investment activities, social assistance policies, regimes for people with meritorious services, poor households, etc.

The province also pays special attention to ensuring access to information for vulnerable groups: people with disabilities, ethnic minorities, people living in remote areas, and economically disadvantaged areas. Measures that have been implemented include: Arranging equipment, supporting procedures, organizing translation, printing documents in appropriate languages, implementing propaganda topics in specific areas, and at the same time building a direct support channel to receive and guide people in need...
Agencies, units and localities also focus on applying information technology to improve the efficiency of providing and disclosing information. Some units integrate the function of receiving requests for information, feedback and recommendations via online forms, official emails or via social networking platforms such as fanpage, zalo... The digitization of documents and archives is also promoted, contributing to shortening the time for searching and providing information to people.
Along with that, the inspection, review and assessment of the confidentiality of information before providing it are also strictly implemented by agencies and units to ensure regulations on state secrets; not providing information within the scope of state secrets to agencies, organizations and individuals without authority as prescribed by law.
The province's achievements in implementing the Law on Access to Information have created changes in the awareness and behavior of the entire government system and the community. This creates transparency in state management and promotes people's mastery, contributing to building a clean, transparent and closer-to-the-people government.
