Resolutely clean up and enrich the national land database

Implementing the direction of the Ministry of Public Security and the Ministry of Agriculture and Environment, Quang Ninh province has launched a 90-day and night campaign to enrich and clean up the national land database - a breakthrough task, demonstrating a high determination in modernizing land management, towards a transparent and effective digital administration. Up to now, the campaign has recorded many positive results, creating an important foundation for the formation of a "correct - sufficient - clean - living" land database, effectively serving state management and people's rights. To clarify this content, reporters of Quang Ninh Newspaper, Radio and Television had an interview with Mr. Phan Thanh Nghi, Deputy Director of the Department of Agriculture and Environment.

-   Could you tell us what are the key goals and specific results that Quang Ninh province has set out in the 90-day and night campaign to enrich and clean up the national land database, and what is the progress of the implementation so far?

+ 90-day and night campaign to clean up the national land database   is a breakthrough task, demonstrating the high political determination of Quang Ninh province in the process of modernizing land management, towards a transparent and effective digital administration. The core objective of the Campaign is to standardize land data across the province, through reviewing, cleaning and standardizing 100% of data, ensuring the criteria of "correct - sufficient - clean - alive", eliminating incorrect, duplicate and inconsistent information. In addition, data enrichment work is deployed synchronously, aiming to supplement and update important missing information fields, including data on legal status and land use history, thereby forming a comprehensive, accurate and highly applicable land database.

In parallel, special attention is paid to data connection and communication, aiming to ensure that the province's land database is ready to connect, share and synchronize with the national land database, effectively serving the direction and administration of the Government and ministries and branches.

As of October 16, 2025, the Campaign has achieved remarkable results. At the commune and ward levels, the propaganda work has reached 1,918,913 times; the number of land and property users whose information has been collected is 175,761 people; the total number of collected records is 184,890 records; of which 51,659 records have been digitized (scanned or photographed) and 37,796 pieces of information have been entered into the Form.

For the Land Registration Office Branches, the whole province has collected 269,323 records. Of these, 12/13 branches have completed the collection and data entry into Form No. 1, reaching 88.04%, and are entering the stage of standardizing and cross-checking data to connect with the National Population Database and the tax information system.

Currently, the entire industry is making great efforts, working day and night with the highest sense of responsibility and determination, to ensure the completion and surpassing the overall progress of the 90-day and night Campaign, contributing significantly to the goal of building a modern, transparent and effective land administration system in Quang Ninh province.

- During the campaign implementation, were there any difficulties or problems and what solutions did the Department have to overcome them?

+ In the process of implementing a large-scale campaign such as the 90-day-night Campaign, it is inevitable to encounter difficulties and obstacles. However, with the close direction of the Provincial Party Committee and the Provincial People's Committee, along with the proactive and flexible spirit of the Department, many solutions have been deployed promptly and effectively, contributing to removing obstacles, ensuring progress and quality of work.

One of the biggest difficulties is the complexity of historical data. The land records system was formed over many periods, leading to inconsistencies between data sources; many paper maps have degraded, torn or blurred information, causing difficulties in the process of digitization and field verification. In addition, the pressure on human resources is also a significant challenge. The large workload and urgent time require staff to have deep expertise, a high sense of responsibility and the ability to work at high intensity for a long time. In addition, the technical infrastructure in some localities is still not synchronized, especially the information technology system, making updating, transmitting and synchronizing data still face many limitations.

Faced with these difficulties, the Department has proactively deployed a series of practical and synchronous solutions. Working groups and inspection teams have been established to directly support localities in collecting, digitizing, and entering data, while ensuring that the connection of file information with land user information is carried out in a unified, safe, and secure manner. In parallel, training and coaching activities are regularly organized to improve the capacity of the staff directly implementing, especially the skills of applying information technology and updating new regulations according to Official Dispatch No. 2418 dated October 8, 2025 of the Department of Land Management.

Notably, the Department also established a Zalo group to implement the Data Cleaning and Enrichment Campaign, create a quick exchange channel, directly support localities in the process of handling problems and sharing practical experiences. Thanks to the strong direction, smooth coordination and high sense of responsibility of the whole industry, the initial difficulties were effectively overcome, contributing significantly to the overall success of the campaign.

-   After completing the campaign, what practical benefits will the cleaned and standardized land data bring to state management, land use planning and people in the province?

+ The completion of the 90-day and night Campaign will bring about enormous and comprehensive benefits, creating positive impacts on all aspects of the province's socio-economic life.

First of all, for state management, the results of the campaign will contribute to the transparency of land information when all data is digitized, publicized and centrally managed. This helps management activities become transparent and effective, while preventing negativity and corruption in the process of performing tasks. In addition, thanks to the source of "clean" and "live" data, leaders at all levels will have in hand an accurate and updated information base, helping to make decisions on socio-economic development more quickly, objectively and scientifically.

For land use planning and planning, the standardized data system will provide a comprehensive and accurate picture of the current land use status in the whole province. This will be a solid scientific foundation for building and adjusting land use planning and plans at both provincial and district levels, ensuring sustainable development orientation, saving resources and avoiding land waste.

For people and businesses, the campaign brings many practical benefits. Administrative procedures in the land sector will be simplified to the maximum, people can easily look up information, carry out procedures such as land registration and transfer quickly, conveniently, saving time and travel costs. At the same time, standardized and accurately updated data will help protect the legitimate rights of land users, minimize disputes and complaints. Moreover, a modern, transparent and reliable land management system will build trust for investors, contribute to improving the investment environment, attracting social resources and promoting sustainable economic growth in the province.
