Determined to complete the target of 3,000 km of expressway by the end of 2025

Prime Minister Pham Minh Chinh delivered concluding remarks at the conference.

According to the report of the Ministry of Construction , in the first 6 months of 2025, investment procedures were completed to start construction of 5 expressway projects with a total length of 271 km and procedures are continuing to be implemented for 3 projects, with a total length of 302 km, expected to start construction on August 19, 2025.

Regarding site clearance, up to now, projects scheduled to be completed by 2025 have been basically completed, with only a few additional access roads or high-voltage power lines remaining. It is expected that by August 19, 2025, an additional 208 km of expressways will be completed, bringing the total number of expressways nationwide to 2,476 km.

Expressway projects scheduled for completion in 2025 to reach the target of 3,000 km have accelerated to increase production. Many projects scheduled for completion in 2026 are also making efforts to implement, striving to shorten the schedule by 4-5 months compared to the plan.

Regarding emulation and rewards, after the Prime Minister launched the peak period of "500 days and nights of emulation to complete 3,000 km of expressways", ministries, branches and localities actively responded and participated, achieving many remarkable results. The Ministry of Construction has awarded 15 groups and 33 individuals; and has submitted to the Prime Minister awards to 14 groups and individuals with outstanding achievements in emulation movements.

Speaking at the conference, the Prime Minister emphasized that this time marks exactly one month since the whole country put into operation the two-level local government model; although facing many difficulties and challenges, overall, the local government initially operated stably, smoothly and promptly. In the spirit of continuing to race against time, only discussing work, not backtracking, with the highest responsibility, the Government and ministries, branches and localities must resolutely complete the goal of having at least 3,000 km of expressway by the end of 2025 as set by the 13th Party Congress.

According to the Prime Minister, there are only 5 months left, while the workload is still very large. To complete the tasks of 2025, all levels and sectors from the central to local levels must continue to be highly determined, make great efforts, and take drastic actions to complete the set goals.

The Prime Minister requested the competent authorities to closely follow the implementation progress, continue to direct investors and contractors to organize construction in 3 shifts, 4 teams, proactively remove difficulties, apply technical solutions to shorten construction time, and ensure completion of projects in 2025.

Ministries and branches review legal regulations to continue to propose amendments and supplements in the direction of promoting decentralization, delegation of power, enhancing the responsibility of localities and grassroots levels along with inspection and supervision; shortening the time to implement procedures... Localities continue to perfect the organizational apparatus, absolutely not allowing interruptions in site clearance work and organizing construction of projects when merging provinces as well as organizing two-level governments.
