Pa U is the most difficult commune in Muong Te district, with 894 households, over 98% of whom are La Hu ethnic people, living in 11 villages.

In the past, the La Hu people often built houses and huts scattered right on the fields, on the high mountains of the two communes of Pa U and Pa Ve Su, Muong Te district. The houses with thatched roofs and yellow leaves were moved to other places, so the La Hu people were called Xa La Vang. The La Hu people came to Pa U to establish villages from 2006 to 2008. In the beginning, there were a few houses built around the Delta, the rest were still far away, they lived in clusters of a few households, far away on the high mountains.

We followed the soldiers to Pha Bu village. The dirt roads that had been paved with concrete were now paved cleanly. On both sides of the road were houses with corrugated iron roofs and red wooden stilt houses close together. We were led to the house of the Secretary and Chief of Po Lo Hu village (born in 1981), a pioneer in local production.

Mr. Hu's house is a stilt house of about 100 square meters, behind it is a level four house with a spacious corrugated iron roof. Right at the entrance, a corner under the floor is filled with rice bags (about 300 bags). On the wooden wall hangs a series of certificates of merit of Mr. Hu and his children. Inside the level four house, more than 700 rice bags have been neatly arranged by the homeowner.

“In the first days of buying the breed, I boldly discussed with the commune officials and the Border Guard commander (calling at any time) to ask about care, when to buy the breed, how to treat diseases... They gave me enthusiastic and in-depth instructions, so I became more and more experienced, and my herd grew every day. Not only that, every time I wanted to plant or raise something, I called them to ask for their opinions,” Mr. Hu shared, adding that in addition to growing rice, his family also grows nearly 200 square meters of Panax pseudoginseng and harvests cardamom. The total income each year is over 150 million VND.

Secretary Po Lo Hu is a La Hu, born in Tra Ke village. As a child, Hu followed his parents to move around the region, without education, economic difficulties, not enough to eat. His relatives each went to a different place, building tents wherever they went. At the age of 20, he returned to the village to settle down, focusing on raising livestock. After the government and border guards leveled the land to establish the village, he brought his brothers and relatives back to the village to settle down, instructing them on raising livestock and production.

Faced with the difficulties of terrain, weather, and the low starting point of his family and people, as a party member, party cell secretary and village chief, Po Lo Hu has been researching and learning to revive his family's economy. After many years of hard work, Mr. Hu now has billions of dong in assets, with a herd of more than 100 buffaloes and cows, dozens of hectares of cinnamon, cardamom, cardamom, ginseng...

Not only that, Pha Bu village secretary also created jobs for 20 people, sometimes up to 40 people. They are relatives and neighbors in the village. The operating model of Mr. Hu's family is like an agricultural cooperative, eating together, working together and sharing products. Mr. Hu also guides and supports those who want to develop the economy, build their own model, gradually escape poverty and live a more prosperous life.

Pha Bu Po Gang Du, deputy head of the village, said that thanks to Mr. Hu's help, his family's economy has stabilized. He has just built a spacious wooden stilt house at the beginning of the village. The construction cost up to 400 - 500 million VND.

Secretary of the Pa U Commune Party Committee Dao Van Thuc said that although there are still many difficulties and limitations, the La Hu people in Pa U have basically had houses and fields for production, and their lives have gradually stabilized. Some families have been helped to raise cows to develop the economy. Some families also participate in forest protection and are paid for forest environmental services, receiving more than 20 million VND per year. Households with ineffective rice fields will be guided and supported to convert to forest planting and cinnamon planting.

Typical examples like Po Lo Hu are very valuable. Mr. Hu has created a spreading influence and is an example to encourage, help, and mobilize local people to learn and follow, thereby contributing to gradually improving the socio-economic situation of the commune.
