Gia Lai promotes administrative reform, building a service-oriented government

(GLO)- With many creative models, new ways of doing things, and the connection between public service responsibilities and emulation movements, Gia Lai has been affirming its determination to build a professional, transparent administration that serves the people.

From direction to action

Over the years, Gia Lai has always identified administrative reform (AR) as a key and central task, contributing to promoting socio-economic development and enhancing the trust of people and businesses in the public apparatus. The Provincial Party Committee, People's Council, and People's Committee of the two provinces of Binh Dinh and Gia Lai (old) have issued many specific programs and plans on PAR, emphasizing the role of emulation movements as a driving force for practical action.

The province has synchronously deployed many solutions to simplify processes, make procedures transparent, shorten processing time and reduce costs for people and businesses. In particular, administrative procedure reform (AP) is identified as the key step. This task is a continuous process, requiring each agency and unit to proactively review internal processing procedures, cut unnecessary steps to reduce processing time for people and businesses while still ensuring strictness and compliance with regulations. In addition, institutional reform is also focused on. The work of reviewing and processing legal documents is carried out seriously, contributing to perfecting the legal system, improving the investment environment and building a modern administration.

The province attaches importance to incorporating administrative reform criteria into the annual emulation and reward assessment system of each agency and unit. This is a way to encourage and motivate cadres, civil servants and public employees to improve their responsibility and creativity in solving work, taking the satisfaction of people and businesses as a measure.

The innovative models, effective methods and outstanding results in administrative reform work before July 1, 2025 of the two provinces of Binh Dinh and Gia Lai (old) have become a solid foundation, adding motivation for Gia Lai province to enter a new stage of development. In particular, in 2023 and 2024, Binh Dinh was continuously ranked in the "Excellent" group and maintained the leading position in the country in terms of "People and Business Service Index", a clear demonstration of the efforts in reform.

“Non-territorial” administration

Experience has shown that administrative reform does not stop at organizational arrangement, but the core is daring to innovate the way of doing things, strongly shifting from management thinking to service. That lesson is further promoted in the transitional period, before the historic moment of merging two provinces, opening up a new, vast and challenging administrative space.

Before July 1, 2025, the authorities at all levels in both Binh Dinh and Gia Lai (old) had shouldered the "dual task": both serving the people, ensuring that administrative procedures were resolved smoothly and in accordance with regulations, and urgently completing the final work of each old locality, preparing for the new administrative apparatus and tasks. That sense of responsibility helped the transition process go smoothly, the management chain was not interrupted, creating trust so that people and businesses could confidently accompany the government.

In particular, in late June 2025, many communes and wards have piloted the two-level government model, in which the "non-administrative boundary" model is an important step, affirming the political determination and organizational capacity of the new apparatus. On June 28, the Office of the People's Committee of the two former provinces advised on the issuance of decisions to announce and publicize administrative procedures on the National Database and at the Public Administration Service Centers at all levels, completing the announcement of the list of administrative procedures after the merger.

Identifying “non-boundary” as a solution to better serve people and businesses, in early September 2025, the Provincial People’s Committee announced 2,144 administrative procedures that will be implemented regardless of boundaries. People can submit applications online or directly at any provincial or commune-level center. Phase 1 started on September 20 with 8 procedures; Phase 2 from October 20 will apply all 2,144 procedures.

Close to the people

With a proactive and close-to-the-people spirit, the Hoai Nhon Bac ward government has implemented a model of guiding and receiving administrative procedures outside of working hours. This is a practical solution for the elderly, the disabled, and those with special jobs who cannot go to the office on weekdays. "We do not wait for people to come, but proactively come to the people" - Mr. Tran The Nguyen - Vice Chairman of the People's Committee and Director of the Ward Public Administration Service Center shared.

In just a few weeks, more than 570 applications, mainly for social pension benefits, were resolved on time. Mrs. Tran Thi Thau (80 years old, Gia An neighborhood) was moved: "I have to rely on a wheelchair wherever I go, thanks to the uncles and aunts who came to help me, I am so happy!"

In Canh Vinh commune, since August 10, the Administrative Procedure Support Team in Canh Tien village was established right at the house of Village Chief Dinh Van Tao. With 4 members, the team arranged procedure boards, computers, internet connection, and scanners to support people in submitting documents online. This is a meaningful step for a village that is almost isolated in the heart of Nui Mot lake.

Not only that, the police force also has many creative ways. PC06 of the Provincial Police directly went to Nhon Chau island commune to deploy the issuance of identity cards and electronic identification accounts (VNeID) for local people and students. In the remote commune of Lo Pang, the commune police organized a "Weekend for the people", going to each household to support the activation of VNeID, resolving residence issues, creating conditions for people to access digital services. Civil servant Nguyen Xuan Thao (People's Committee of Binh Khe commune) went to the house to help Mr. Dang Qua (97 years old) complete the procedures for extending land use rights...

On September 13, the Provincial People's Committee issued a Code of Conduct for "one-stop" officials. It emphasizes the "4 pleases, 4 alwayss" standard: Hello, sorry, thank you, ask permission; always smile, always be gentle, always listen, always help. The Code also strictly prohibits officials from being authoritarian, making things difficult, delaying or being indifferent to the people. This is an important basis for improving public service ethics, spreading the spirit of dedicated and friendly service throughout the entire administrative system.

This is just one of the slices, the new administrative reform model in the province with the spirit of "serving the people", aiming at the highest goal of people's satisfaction. In the context of merging and expanding administrative space, Gia Lai has been affirming its determination to build a modern, professional and friendly administration. And above all, the administrative reform emulation movement has become the driving force, the "fire" urging the entire political system to make creative efforts and act for the common goal: Best serving the people.

Developing digital utilities

The Provincial Public Administration Service Center has deployed an online queue number service, helping people and businesses proactively register before coming to do transactions, reducing waiting time. Mr. Dang Trung Du, Deputy Director of the Center, said: "The online queue number system is an important step in digital transformation, contributing to building a modern administration that serves the people."

In addition, the Gia Lai Provincial Administrative Procedures Information System has connected to the Zalo OA Portal "Gia Lai Provincial Public Administration". Thanks to that, the entire process of receiving, processing and returning results of documents is notified directly via Zalo messages based on the registered phone number. This method helps people easily track progress, limit travel, and save costs.
