Demand in the province

Everyone wants to have their own home, the closer to the workplace, the more convenient it is for living, working and working. However, not all workers can easily own their dream home, especially for low-income workers.

We arrived at the boarding house on Lam Thanh Mau Street (An Xuyen Ward) in the late afternoon. Ms. Le Kim Lien had just returned home from work to her rented room. The room, just over 16 square meters wide, is where her whole family lives. Ms. Lien said that her whole family has been renting for more than 20 years, moving from one place to another, life is very unstable. Every month, worrying about the rent, she and many people in this boarding house hope to be able to buy a social housing unit to settle down.

The need for social housing is not only for low-income workers like Ms. Lien's family, but also the desire of many people, including cadres, civil servants, and public employees, especially those who have to change jobs after the administrative unit is reorganized. Many people have to move their whole family to a new workplace, rent a temporary house, and have a very difficult time in their daily life.

Talking about her desire to soon rent, rent-purchase, or buy social housing, Ms. Nguyen Thi Ngoc Han, a civil servant who moved from Bac Lieu to Ca Mau for work, shared: "My whole family, including my husband, wife, and two children, is temporarily renting a small room to live in. It is very cramped, but we have to try to overcome the difficulties." Ms. Han really hopes that the province will soon resolve the issue so that the cadres, civil servants, and public employees affected by the province's merger can soon access social housing policies to stabilize their lives and work with peace of mind.

Resolution 201 promotes the development of social housing

Resolution 201 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development is expected to promote the development of social housing, especially in removing obstacles in procedures, land funds and mechanisms, in order to realize the goal of developing 1 million social housing units in the 2021-2030 period. Previously, at the end of 2024, the People's Council of Ca Mau province also issued Resolution 38, accordingly, striving to complete at least 2,900 social housing units by 2030.

The investor of the Social Housing Project in Hamlet 5, Ward 9 (now An Xuyen Ward) is speeding up construction progress to soon complete the committed target.

However, up to now, the demand for social housing has increased compared to before. This was said by Mr. Duong Chi Binh, Deputy Director of the Department of Construction of Ca Mau province: "The demand for social housing for officials, civil servants and public employees from Bac Lieu to work in Ca Mau is very large, the Department of Construction has preliminary statistics of over 2,500 units. Currently, there are 4 projects being implemented in the area, of which, in 2025 alone, it is expected that about 600 units can be handed over to people in need".

The leader of the Department of Construction also added that, in order to promote the construction of social housing projects to start, construct, complete on schedule and hand over houses to people soon, the Department of Construction has advised the Provincial People's Committee to issue many policies to support investors in implementing projects. These include the social housing project in Tan Xuyen ward with a total area of ​​3.44 hectares, started in 2024 and has completed 93 units; the social housing investment and construction project in Hamlet 5 (Ward 9) started in May 2025 and is currently under intensive construction.

Regarding the progress of the construction investment project of NOXH Hamlet 5 (Ward 9) invested by the Joint Venture of Asia Infrastructure Development and Construction Joint Stock Company and CIC Investment Joint Stock Company, Mr. Nguyen Van Khuyen, Director of the Project Management Board, said that in 2025, 338 NOXH apartments will be handed over. In 2026, we will try to complete all NOXH apartments. Notably, this is a NOXH project but the construction standards and structure are of the same quality as commercial housing.

The story of "Cheap housing"

To be able to access social housing projects with prices suitable to income, in addition to the policies of the Central and the province, there also needs to be support from appropriate credit policies. Only then can beneficiaries have enough finance to reach their dream home.

Social housing apartments are being built en masse.

Referring to credit programs for social housing purchases, Mr. Nguyen Thanh Dong, Deputy Director of the Social Policy Bank Branch of Ca Mau province, affirmed that because the province has not yet opened the sale of social housing, the bank has not yet provided loans to this group. Up to now, the total loan amount for the social housing program of the Ca Mau branch is about 61 billion VND, with 175 customers receiving loans, mainly for building, renovating, and repairing houses for individual residence. Mr. Dong also shared that when the province opens the sale of social housing, the bank will quickly support the groups to access loan capital as soon as possible according to regulations.

For many workers, social housing is not only a place to live, but also a foundation for settling down and starting a business. Workers hope that social housing projects in the province will be completed soon, because this is a solution to help them stabilize their lives, especially those with low and middle incomes, helping them reduce financial burdens, work with peace of mind and contribute to local development.


According to information from the Ca Mau Province Branch of the Bank for Social Policies, the subjects eligible for loans to rent or buy social housing include: people with revolutionary contributions, martyrs' relatives; poor households, near-poor households; low-income people; workers, laborers; officers, soldiers; cadres, civil servants, and public employees.

Loan conditions: have a contract to buy or hire-purchase social housing with the investor; loan amount: maximum 80% of the value of the contract to buy or hire-purchase social housing; loan interest rate: according to Government regulations, currently 0.55%/month (equal to 6.6%/year); loan term: maximum up to 25 years, the specific term is agreed upon by the bank and the customer.
