Supervision accompanies the process of policy and law enforcement
According to Vice Chairman of the National Assembly Nguyen Khac Dinh, "the National Assembly's supervisory activities in recent times, regardless of the form they take, have always aimed at perfecting and organizing the most effective implementation of institutions, policies and laws, suggesting and proposing solutions to contribute to promoting the country's socio -economic development and improving people's lives."

In particular, “through monitoring activities, policies to support socio-economic development have been proposed and when implemented, have achieved significant results, gradually promoting effectiveness, contributing to strengthening the psychology of the market, businesses, investors, removing difficulties and obstacles, and promoting development”.
Believing that one of the lessons that need to be learned in the past time is that supervision must go hand in hand with the process of implementing policies and laws to promptly detect problems, not "monitor after implementation", National Assembly Deputy Hoang Van Cuong ( Hanoi ) commented that supervision brings more benefits to the supervised subjects, so supervision activities need to be carried out regularly and continuously, not just after problems arise.
From experience in supervising the implementation of policies and laws on real estate market management and social housing development, Phan Duc Hieu, a full-time member of the National Assembly's Economic and Financial Committee, recommends that the National Assembly's specialized supervision should focus on assessing the impact of policies, programs, and laws issued by the National Assembly to consider whether the actual impact is as set out when drafting legal documents? Are there any unwanted or adverse impacts on the people or other subjects? Focus on evaluating the effectiveness of implementation to find better ways of implementation or find solutions to improve institutions.
According to National Assembly member of the 12th and 13th terms, Dr. Tran Van, the National Assembly, with its supreme supervisory role, must not only supervise the quality of promulgation of legal documents but also shift its focus to supervising the implementation and post-auditing of legal norms to detect bottlenecks and loopholes, and proactively "activate" timely amendments and improvements to the law, as set out in the spirit of Resolution No. 66-NQ/TW of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era.
In the context of implementing the two-level local government model, decentralizing and strongly delegating power to the Government and localities in the spirit of "locality decides, locality does, locality is responsible", at recent sessions, the National Assembly has issued a large number of laws and resolutions.
"That requires the supervision activities of the National Assembly, the National Assembly Standing Committee, and the National Assembly's agencies to go into substance to supervise laws, decrees, and circulars, to see if the laws have been promulgated, whether the decrees and circulars have been promulgated in a timely manner, and whether they are in accordance with the provisions of the law. This is an issue we must do regularly," National Assembly Chairman Tran Thanh Man emphasized.
Strengthening post-monitoring processing mechanism
Reality over the past time shows that the implementation of monitoring conclusions and recommendations has not been complete, and the monitoring and urging of the implementation of monitoring conclusions has not been really drastic and regular.

Therefore, National Assembly Deputy Thach Phuoc Binh (Vinh Long) proposed to strengthen the post-supervision handling mechanism. Specifically, according to the delegate, the National Assembly needs to issue detailed regulations, requiring supervised agencies and organizations to seriously implement the National Assembly's recommendations. At the same time, there needs to be a process to monitor the implementation of these recommendations, ensuring that the recommendations are implemented effectively.
Along with that, it is necessary to develop specific mechanisms and sanctions for agencies and organizations that do not implement or do not fully implement the recommendations of the National Assembly. This may include measures such as: disciplinary action against agency heads, budget reduction, or even proposing dismissal for positions that do not fulfill their responsibilities after supervision.
Delegate Thach Phuoc Binh also said that the National Assembly needs to widely publicize the results of the supervision, including the recommendations and the measures taken. This will help people and social organizations to monitor, evaluate and contribute opinions to the National Assembly's supervision activities.
At the same time, “it is necessary to develop a culture of responsibility in State agencies. Accordingly, relevant agencies and individuals must take clear responsibility for implementing recommendations after the National Assembly's supervision. This culture needs to be strengthened through legal regulations, operating regulations and staff training programs,” delegate Thach Phuoc Binh proposed.
Head of the National Assembly Delegation of Tuyen Quang Province Ly Thi Lan said that it is necessary to clearly define the responsibilities for effective supervision, avoiding the situation of pushing and avoiding in performing tasks. In addition, it is necessary to build an in-depth supervision mechanism, aiming for quality instead of quantity. Each supervision must truly be a process of analysis, criticism and policy recommendations.
Delegate Ly Thi Lan also proposed to perfect the mechanism for monitoring, urging, and responding after supervision, with specific regulations on the responsibility for reporting on the implementation of recommendations and sanctions for failure to implement.
To improve the quality of supervision activities, many delegates also suggested that it is necessary to continue to effectively implement the "re-supervision" activities to ensure that the National Assembly's Resolutions are fully and seriously implemented; to assess the changes compared to the requirements, goals and targets set in the National Assembly's resolutions. Link the implementation results of the resolutions after supervision with the activities of taking votes and voting of confidence. Enhance the responsibility of the agencies subject to supervision in implementing the resolutions after supervision.
Believing that there is still much room for innovation in the National Assembly's supervisory work, Vice Chairman of the National Assembly Tran Quang Phuong suggested that the National Assembly's supervisory activities should closely follow the viewpoint of "Strengthening supervision and control of the implementation of state power" and the motto "supervision is to create, develop and innovate".
The Vice Chairman of the National Assembly said that it is necessary to strengthen inspection, supervision and handling of illegal legal documents; tighten discipline and order, promote responsibility, especially the responsibility of the head; more clearly define the scope, objects, methods and forms of supreme supervision of the National Assembly in accordance with reality; improve the quality of questioning, explaining and supervising legal documents, focus on monitoring, reviewing and urging the implementation of recommendations after supervision; strictly implement the vote of confidence of the National Assembly; increase the initiative of National Assembly agencies and National Assembly deputies in legislative work and supervision of law enforcement.
In his speech at the opening session of the 8th Session of the 15th National Assembly, General Secretary To Lam suggested, “It is necessary to promptly study and clearly define the methods and forms of supreme supervision of the National Assembly in accordance with reality, avoiding overlapping with the activities of other State agencies, causing waste. Continue to improve the quality of questioning, explaining, and supervising legal documents; focus on monitoring, reviewing, and urging the implementation of recommendations after supervision”.
With the close direction of the General Secretary, along with the comprehensive amendment of the Law on Supervisory Activities of the National Assembly and People's Councils to be submitted to the National Assembly for consideration and approval at the 10th Session, National Assembly Chairman Tran Thanh Man emphasized that this is an important step to institutionalize the Party's policy, especially Resolution No. 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule-of-law State in the new period. The goal of supervision is nothing other than contributing to perfecting policies and laws, ensuring discipline and order, and improving the efficiency of the state apparatus.
