The discussion contents include the results of the implementation of the 2025 socio -economic development plan; the expected plan for 2026; the state budget situation, the central budget allocation plan for 2026; and the results of the implementation of the National Assembly's resolutions on the 5-year plan for the 2021-2025 period in the fields of socio-economics, economic restructuring, medium-term public investment, national finance, borrowing and public debt repayment.

The National Assembly delegation of Hue City participated in the discussion in group 6 with the delegations from Dong Nai and Lang Son. Member of the Party Central Committee, Chairman of the People's Council, Head of the National Assembly delegation of Hue City Le Truong Luu chaired and directed the discussion session.
Disbursement of public investment must be fast and effective.
Delegates highly agreed with the GDP growth target proposed by the Government, but emphasized the need for more drastic actions to maintain macroeconomic stability, unleash investment resources and improve people's lives.
Delegate Nguyen Hai Nam (Hue City Delegation) commented that the Government's report clearly demonstrated efforts in managing the macro economy, but noted that the financial market and prices are experiencing many fluctuations that need to be closely monitored.
“The report predicted inflation at around 4.5%, but in reality, prices of many essential goods are increasing rapidly. There needs to be more proactive solutions to control inflation to avoid impacts on people’s lives, especially low-income groups,” said Mr. Nam.
Mr. Nam also warned about recent fluctuations in the gold and foreign currency markets, considering this a signal that needs to be closely monitored to avoid spreading to the price level.

Appreciating the Government’s efforts to promote public investment, delegate Nguyen Hai Nam said that the disbursement speed has not yet met expectations. “The Prime Minister has repeatedly reminded us about the disbursement progress. It is necessary not only to speed up but also to ensure quality, avoid waste and loss. Public investment capital must truly lead and activate private investment, contributing to GDP growth,” said Mr. Nam.
Mr. Nam also proposed tightening investment discipline, avoiding the situation of "chasing after achievements", and at the same time recommended that the Government pay attention to investing in the coastal traffic route of Quang Tri - Hue - Da Nang, both to respond to climate change, prevent landslides, and create momentum for development in the central coastal region.
Sharing the same view on public investment, delegate Bui Xuan Thong (Dong Nai Delegation) said that many local infrastructure projects are facing difficulties in the mechanism of material exploitation and site clearance.
“Planning is not synchronized, adjustment time is prolonged, causing many key projects to be behind schedule. It is necessary to review and unify planning timeframes between sectors such as transportation, land, and energy to avoid overlap,” Mr. Thong suggested.
Delegates also proposed allowing localities to apply special mechanisms in exploiting construction materials for key projects, along with conditions for close supervision to ensure transparency and efficiency.

Proactive in raw materials, developing social housing
From a long-term development perspective, delegate Bui Xuan Thong pointed out that the current import-export structure is still too dependent on the FDI sector, accounting for more than 75% of export turnover.
“The domestic sector is still mainly processing and assembling, with low added value. This is a weakness that needs to be overcome so that the economy can be more self-sufficient in raw materials and reduce dependence on global supplies,” he said.
In addition, the delegate also pointed out the lack of housing for middle- and low-income earners. “Real estate prices are too high, it takes workers decades to buy a house. Social housing and housing for workers is still limited, not meeting demand,” Mr. Thong analyzed, at the same time suggesting the Government speed up social housing projects and tightly control the real estate market to stabilize housing prices.
Regarding the fight against smuggling, trade fraud and intellectual property violations, delegate Nguyen Hai Nam recommended that ministries and branches, especially the Ministry of Industry and Trade and the Ministry of Health, need to take stronger measures, especially in the field of e-commerce, where counterfeit and poor-quality goods are posing a direct danger to consumers.
“We cannot let people be deceived even in their daily meals and drinks. The regulations in the Law on E-commerce (amended) need to be strong enough to protect consumers’ rights,” Mr. Nam emphasized.

Delegate Luu Ba Mac (Lang Son Delegation) reflected on difficulties in implementing Decree 208/2024/ND-CP of the Government on procedures for appraising and approving projects for preserving, repairing and restoring relics.
According to Mr. Mac, current regulations require the application to go through two steps: the Ministry of Culture, Sports and Tourism must assess the state of degradation of the relic, then approve the project, which prolongs the time and affects the disbursement progress.
“The province is the direct management unit and has a clear understanding of the status of the relics. Therefore, it is necessary to delegate the authority to the locality to confirm the status of degradation for provincial, national and special national relics. After that, the dossier will be submitted to the Ministry for technical appraisal,” Mr. Mac suggested, saying that this will shorten the procedure and help the locality be more proactive in preserving cultural heritage.
On the same afternoon, the National Assembly also discussed in groups the work reports for the 2021-2026 term of the President, the Government, the National Assembly, the National Assembly Standing Committee, the Committees, the State Audit, the Supreme People's Court and the Supreme People's Procuracy.
