Accordingly, the Ministry of Finance shall preside over and coordinate with the owner's representative agencies to monitor the state capital investment situation in enterprises by direct and indirect monitoring methods. The subjects of monitoring are the owner's representative agencies that report on state capital investment in enterprises in 2023.

The Ministry of Finance assigns the Department of Corporate Finance, the Department of Finance of Banks and Financial Institutions to preside over and coordinate with relevant agencies and units to organize the supervision of cases where there are reports of state capital investment in enterprises. The representative agencies of the owners are responsible for supervising state capital investment in enterprises, preparing a report on the situation of state capital investment in enterprises in 2023 and sending it to the Ministry of Finance according to regulations.
