Accordingly, the contents of the Plan include: organizing the dissemination, education and communication of the Law on Management and Investment of State Capital in Enterprises (Law No. 68/2025/QH15) and legal documents detailing and measures to organize and guide the implementation; developing legal documents detailing Law No. 68/2025/QH15; developing legal documents stipulating measures to organize and guide the implementation of Law No. 68/2025/QH15.
Along with that is compiling professional and technical guidance documents on management and investment of state capital in enterprises; checking, reviewing, systematizing legal documents, organizing the implementation of legal documents on management and investment of state capital in enterprises; organizing training and fostering for cadres and civil servants in charge of monitoring and managing the management and investment of state capital in enterprises.
According to the Plan, the Central and local levels will organize propaganda and dissemination of the contents of Law No. 68/2025/QH15 and new points of the Law in diverse forms, suitable to actual conditions and situations; organize conferences to disseminate and provide in-depth training on Law No. 68/2025/QH15 and legal documents detailing and guiding the implementation of the Law.
At the same time, organize the implementation of columns, programs, news, and articles to disseminate Law No. 68/2025/QH15 and legal documents detailing and guiding the implementation of the Law on mass media or other forms according to the provisions of law on dissemination and legal education to update on the National Legal Education and Dissemination Information Portal at: http://pbgdpl.gov.vn.
To detail Law No. 68/2025/QH15, the Prime Minister assigned the Ministry of Finance to preside over the drafting of 3 decrees; the Ministry of Home Affairs to draft 2 decrees. At the same time, assigned relevant functional agencies to draft legal documents stipulating measures to organize and guide the implementation of Law No. 68/2025/QH15.
In addition, the Prime Minister also assigned a number of relevant functional agencies to develop six decrees regulating the operating mechanism and financial management mechanism for a number of enterprises operating in specific fields.
It is known that Law No. 68/2025/QH15 was passed by the 15th National Assembly at the 9th session on June 14, 2025, taking effect from August 1, 2025. This Law has fully and promptly institutionalized the Party's guidelines and policies and the State's policies on state capital management and investment in enterprises.
