Slow due to site clearance
According to the report, the project of the Traffic Road from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong province and Ninh Thuan province (old) has a disbursement rate of only 3.15% (nearly 16.4/520 billion VND). The disbursement for site clearance work until the end of September 2025 of the Ninh Hoa Regional Land Fund Development Center Branch is still slow due to the impact of the arrangement of commune-level administrative units. The completion of legal procedures to convert the purpose of forest use to other purposes of the Km10-Km42 segment is slow due to complex terrain, requiring a re-investigation of the current status of the forest, so the ground for construction is not yet secured.

In 2025, the Khanh Hoa - Buon Ma Thuot Expressway Project was assigned 1,375 billion VND, but so far only 683 billion VND has been disbursed, reaching 49.7%. To ensure the project's disbursement progress, the Provincial Management Board of Investment Projects for Construction of Agricultural and Transport Works has submitted to the Department of Finance for consideration and submission to the Provincial People's Committee for permission to adjust the project's capital plan for 2025 by 150 billion VND.
In addition, the project to build inter-regional roads in Dien Khanh district has a disbursement rate of only 4.82%. The project to build a coastal road from Van Luong commune, Van Ninh district to Ninh Hoa town has a disbursement rate of 28.69%. The project to build a road connecting the North-South expressway with National Highway 1 and Ca Na general seaport has a disbursement rate of 50.89%...
According to Mr. Dang Huu Tai - Director of the Provincial Management Board of Investment and Construction of Agricultural and Transport Works, the site clearance work for the Road Project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa Province - connecting with Lam Dong Province and Ninh Thuan Province (old) is very slow, seriously affecting the progress of public investment disbursement. In the coming time, departments, branches and local authorities need to have solutions to promptly approve compensation plans and forest product collection plans to hand over the site to the construction contractor. Mr. Tran Minh Chien - Head of the Provincial Economic Zone and Industrial Park Management Board said that the reason for the slow progress is due to separating the site clearance into an independent project, while the route of the traffic project has been adjusted and changed, leading to difficulties and confusion at the commune level.
Comrade Doan Quang Huy - Deputy Director of the Department of Finance said: For key transport projects being implemented in the province, the total capital allocated by the Prime Minister in 2025 is more than 3,460 billion VND, up to now the disbursement rate has only reached 37.42%, lower than the general disbursement rate of public investment capital in the whole province. Although the Provincial People's Committee has issued many directives to speed up the disbursement progress, the disbursement results of the projects are low. The main reason is that the site clearance work is slow, and some newly allocated projects are still being implemented.
Focus on directing the removal
Comrade Nguyen Minh Thu - Deputy Director of the Department of Agriculture and Environment said: According to regulations, there are 3 competent agencies to carry out land acquisition work, including: Land fund development organization; agencies and units with the function of land fund development; compensation, support and resettlement council established by the chairman of the People's Committee at the commune level. In the past, a number of land fund development centers were dissolved when the district-level government ended its operations, leading to a lack of human resources to carry out land acquisition work. On the other hand, currently, there is a shortage of commune-level officials, the specialized department only has a few officials in charge of land acquisition work, so this work is assigned to the regional land fund development branch. However, when the Land Fund Development Center completed the inventory, verification, and transferred the documents, the commune leaders did not dare to sign. “Previously, the Land Fund Development Center was under the district People's Committee, under the direct command of the Chairman of the district People's Committee. Currently, the regional land fund development branch is under the provincial Land Fund Development Center, so coordination with the commune People's Committee is still loose. The biggest bottleneck in land acquisition and clearance lies at the commune People's Committee. Many issues have just been guided and returned to the province, and there are documents sent by the commune to continue asking how to do it, and there are documents asking for specific matters, asking as if to prolong the time" - comrade Nguyen Minh Thu said.

Vice Chairman of the Provincial People's Committee Le Huyen said that, up to now, the policies on land acquisition and clearance have been available, and the province's guiding documents are sufficient. However, the land acquisition and clearance work is still very slow due to some policy changes that make the compensation price for later cases lower than the cases paid before, creating a comparison mentality for people affected by the project. Besides, the implementation of land acquisition and clearance takes place in the context of implementing a 2-level local government, many localities do not have branches to develop regional land funds, while commune-level authorities have difficulties in human resources... Therefore, in the coming time, when the province issues directives and establishes steering committees, it is necessary to clearly define the responsibilities of each individual and commune-level unit; some localities have the need to establish public service units with the function of land acquisition and clearance. Besides, the separation of land acquisition and clearance into independent projects needs to be reviewed and re-evaluated to have a more suitable plan for each specific project, especially traffic projects related to route changes.
To speed up the progress of traffic projects, comrade Le Huyen requested investors and contractors to urgently speed up the progress of areas with available land; review and report for opinions if capital transfer adjustments are required... In the coming time, the Provincial People's Committee will prioritize leadership and direction for site clearance of key projects, especially projects decided by the Central Government for investment, projects with central funding, projects with low disbursement rates. In October 2025, the Provincial People's Committee leaders will conduct on-site inspections at a number of projects to direct the settlement of site clearance work in the field, contributing to the completion of the progress of public investment disbursement.
