Overcoming difficulties, soon starting the project to upgrade and expand National Highway 91

The project to upgrade and expand National Highway 91 (section Km0-Km7) is a key project of Can Tho City. However, the project has been slow in progress due to land clearance problems and many difficulties and problems that have not been resolved. The city is focusing on resolving these issues so that the project can start construction soon.

Stuck in site clearance

The project to upgrade and expand National Highway 91 (section from Km0-Km7) is a Group A project, a level 1 road traffic project, with implementation time from 2023-2027. The total length of the route is about 7.04km, including the 145m long Binh Thuy bridge. The starting point is at the intersection of Cach Mang Thang 8 Street - Hung Vuong Street - Tran Phu Street - Nguyen Trai Street and the end point connects with the section Km7-Km14 currently in operation. According to the new administrative boundaries, the project passes through Cai Khe, Binh Thuy and Thoi An Dong wards; the cases affected by the project are mainly concentrated in Binh Thuy and Cai Khe wards.

Current status of National Highway 91, section Km0-Km7.

Binh Thuy Ward has a total of 760 affected cases, including: 723 cases of new projects and 37 cases of the National Highway 91 expansion project (from the bus station intersection - Tra Noc). Currently, the work of counting and compiling compensation records for 723 cases has been completed; land recovery notices have been issued for 578 cases whose land must be recovered. Legal meetings have been held for 600 cases and the compensation, support and resettlement council has approved 549 cases; decisions have been made to approve 253 cases; compensation has been paid for 60 cases... According to Mr. Vo Hoai Phong, Chairman of Binh Thuy Ward People's Committee, the project has encountered difficulties and problems regarding the policy of applying compensation, support and resettlement; location and price of land use fees when handing over resettlement land.

In Cai Khe ward, there are 283 affected cases. Of which, 121 cases have been completed in measuring and counting; 106 cases have been approved by the compensation, support and resettlement council and have been approved. Compensation has been paid in 45 cases; 20 cases have voluntarily handed over the site. Of the 162 cases under the old project, compensation has been paid in 84 cases; the remaining 78 cases have not received compensation and support due to lack of resources. According to Cai Khe ward People's Committee, site clearance work has encountered difficulties because some cases have not agreed on the plan, there are recommendations related to land compensation prices and resettlement policies.

Solve the problem once and for all

The project to upgrade and expand National Highway 91 (section Km0-Km7) aims to complete construction and improve the efficiency of exploiting National Highway 91 through Can Tho City, especially connecting Tra Noc Port - Industrial Park, Can Tho Airport with neighboring areas. The city is especially interested in removing difficulties so that the project can start construction and put into use soon.

Mr. Vo Hoai Phong, Chairman of Binh Thuy Ward People's Committee, said: The ward has strengthened coordination with city departments, branches and relevant agencies to effectively carry out the site clearance work for the project to upgrade and expand National Highway 91 (section from Km0-Km7) to achieve the required progress. The ward proposed that the City People's Committee consider and agree on the policy to allow the application of the compensation, support and resettlement policy issued by Can Tho City People's Committee (previously) to continue implementing the project. Regarding the solution for cases where land acquisition, compensation, support and resettlement for the project to expand National Highway 91 (section from the bus station intersection - Tra Noc) have been carried out, the City Department of Agriculture and Environment is requested to promptly consider and guide the ward to coordinate implementation. In addition, the ward recommends that the Department of Agriculture and Environment coordinate with relevant units to advise the City People's Committee to adjust and supplement the land price list according to regulations to serve as a basis for collecting land use fees when handing over resettlement land to households affected by the project when being arranged for resettlement.

On the project investor side, Mr. Phan Minh Tri, Deputy Director of the Management Board of Investment and Construction of Traffic and Agricultural Works in Can Tho City, said: The investor has completed the selection of the contractor. The contractor is ready to start construction when the site is available. The project includes Binh Thuy Bridge, and the construction of the bridge will take more time than the route. Therefore, Binh Thuy Ward is interested in clearing the site early so that the construction unit can start the construction of the bridge immediately.

Recently, at a working session with relevant units on the project to upgrade and expand National Highway 91 (section from km0-km7), Mr. Truong Canh Tuyen, Deputy Secretary of the Can Tho City Party Committee, emphasized: This is an important project, a key project of the city. Relevant units, departments and branches need to coordinate to completely resolve difficulties and speed up the progress of site clearance. The most important goal is that the project will soon be launched and put into use, promote efficiency, and contribute to the overall development of the city.

Mr. Truong Canh Tuyen requested that the Standing Committee of the Party Committee of the wards coordinate with the front, mass organizations and local cadres to directly meet, propagate, mobilize as well as grasp the thoughts and aspirations of people affected by the project. Explain the purpose, meaning of the project, and policies so that people understand and agree. Urgently review and complete the documents, continue to approve compensation, support and resettlement plans for the remaining cases. The City Land Fund Development Center reviews the entire project; continues to pay for approved cases; separates cases belonging to the old project, on that basis, proposes and advises the City People's Committee on solutions to remove difficulties and obstacles. The City Department of Agriculture and Environment studies regulations and laws, advises the City People's Committee on policies to remove difficulties in compensation, support and resettlement of the project; promptly completes and updates the land price list so that the ward has a basis to notify the people.
