According to the report of Hanoi Department of Construction, due to the influence of storm No. 11, from the night of October 7, 2025, there will be widespread heavy rain in the city.
Some areas had especially heavy rain such as O Cho Dua 251.3mm, Vinh Thanh 274mm, Dai Mo 205.8mm, Tu Liem 209.2mm, Phu Luong 194.1mm...
Heavy rains have caused water levels in rivers and lakes in the area to rise. Recorded at 7am: To Lich River at Hoang Quoc Viet reached 5.77m, Nhue River at Ha Dong sluice gate 5.43m, West Lake 6.0m, Hoan Kiem Lake 7.8m - all at warning levels.
As of this morning, Hanoi has seen a series of flooding spots ranging from 20 to 25cm, seriously affecting traffic.
In the To Lich river basin, deep water flooded Thuy Khue (Chu Van An school - Doc La Pho), Mac Thi Buoi, Minh Khai (foot of Vinh Tuy bridge), Bui Xuong Trach, Huynh Thuc Khang, Thanh Cong (in front of the ward People's Committee).
In the Nhue River basin, many major streets were also flooded: My Dinh - Thien Hien intersection, Le Duc Tho (My Dinh Stadium square), Duong Dinh Nghe - Nam Trung Yen (behind KeangNam), Phan Van Truong, Tran Cung, Do Duc Duc, Nguyen Trai (in front of University of Social Sciences and Humanities), Quan Nhan, Quang Trung (Ha Dong), To Hieu, Van Quan Urban Area, Tay Mo, Xuan Phuong...
Long Bien area also recorded flooding at Ngoc Lam, Duc Giang, Dam Quang Trung (Aeon Mall), Co Linh (Long Bien Secondary School), Hoa Lam, Le Mat, Phu Vien.
In addition, some national and provincial highways such as National Highway 3, National Highway 32, Thien Duc, Van Tien Dung, and Ngoc Truc roads were also flooded, causing difficulties for people and vehicles.
Operate all pumping stations to lower water levels in the system
In response, Hanoi Drainage Company Limited is operating all pumping stations of Yen So, Dong Bong 2, Co Nhue, Dong Tru, Da Sy, Ha Tri, Mau Luong, Cau Chui... to lower the water level in the system. The maximum response forces are mobilized, on duty at hot spots, collecting garbage at the intake mouth, opening sluice gates and coordinating the operation of inter-reservoir pumping stations to support drainage.

At the same time, coordinate and contact the Department of Agriculture and Environment to operate Yen Nghia, Khe Tang, and Dao Nguyen pumping stations to lower the water level of Nhue River to support urban drainage.
Also according to the Hanoi Department of Construction, up to now, there have been no recorded incidents related to trees, lighting, traffic signals, etc. Clean water supply: operating normally, no incidents.
According to the assessment of the Hanoi Department of Construction, due to heavy rainfall over a large area exceeding the design capacity of the drainage system, heavy rainfall over a long period of time, many areas of the city were deeply flooded.
Drainage maintenance units have mobilized all human resources and equipment to be on standby to open the gas station, pump out drainage, and guide traffic flow according to plans and solutions to ensure drainage.
Technical infrastructure maintenance units have proactively organized on-duty, promptly present at flooded areas and incident locations (trees, lighting) to take timely handling measures, and at the same time coordinated with functional forces to guide, direct traffic, and ensure traffic safety.

Currently, the Maintenance Board has correctly implemented the response principles for flooded locations, ensuring traffic at flooded locations according to the direction of the Department of Construction with the following criteria: Flooded locations from 10cm or less (Option 1 - PA1): 9 locations; Flooded locations from 10cm to 20cm (Option 2 - PA2): 33 locations; Flooded locations from 20cm to 30cm (Option 3 - PA3): 58 locations; + Flooded locations greater than 30cm (Option 4 - PA4): 22 locations.
In addition, the Maintenance Board has also directed road management contractors to continuously monitor, assign people to be on duty to guide traffic flow and install warning signs at flooded locations in accordance with the plans directed by the Department of Construction. At the same time, information is announced to the mass media and VOV traffic to guide drivers to move smoothly and ensure traffic safety.
The Maintenance Board representative said that they will continue to direct road management units to fix traffic safety incidents caused by storm No. 11 (Matmo) and update full and timely reporting data as directed by the Department of Construction.

According to the forecast on October 7, there will be moderate rain, heavy rain, and some places with very heavy rain and thunderstorms in Hanoi. The Department of Construction has requested the Hanoi City Technical Infrastructure Management Center, technical infrastructure maintenance units, especially drainage maintenance units to regularly update weather developments, increase the forces and means of drainage maintenance units to focus on sanitation, clearance to ensure clear flow, operate sluice gates and pumping stations to lower water levels across the entire system to proactively respond to the circulation of storm No. 11; and implement measures to handle flooding as quickly as possible.
Strengthening coordination in implementing traffic congestion prevention and control work
Since early morning on October 7, Hanoi City Police forces have actively coordinated to implement traffic congestion prevention and control work.
The City Police Department recommends that people proactively choose appropriate routes to ensure safety when participating in traffic in rainy and windy conditions, flooded roads; and comply with traffic regulations, flow and guidance of the authorities.

In addition, the Company has deployed on-duty work, solved drainage, collected garbage at collection stations in the entire management area, opened the sluice gates of regulating lakes and operated the maximum capacity of pumping stations to lower the water level in the system according to regulations.
As of 11:00 a.m. on October 7, 2025, in the city, the Company's forces and vehicles continued to be on duty, operating the main pumping stations according to the process to lower the system water level and clean to ensure the flow is clear.
Currently, heavy rain continues to fall in the city. According to the forecast of the Northern Hydrometeorological Station, convective clouds continue to develop and move, causing showers and thunderstorms. The company continues to closely monitor weather developments, deploy forces to stay close to the scene and will update reports when there are new developments.
Learning from the heavy rain on September 30, many people have limited their time on the streets this morning. Since last night, the heavy rain has continued until this morning, many schools have closed, some schools have announced that students will study online.
Previously, on October 6, the Hanoi Department of Education and Training continuously issued three notices, allowing schools to proactively develop appropriate teaching plans to ensure the safety of students and teachers in dangerous stormy conditions.
