Hanoi issued a Directive on developing the 2026 Socio-Economic Development Plan.

Implementing Directive No. 14-CT/TTg dated May 28, 2025 of the Prime Minister on the development of the Socio -Economic Development Plan (SEDP) and the State budget estimate for 2026, the Chairman of the City People's Committee requested departments, branches, sectors, the Vietnam Fatherland Front and units under the city, People's Committees of communes and wards, corporations under the city and agencies, units and organizations using the State budget (NSNN) to develop the Socio-Economic Development Plan for 2026, the State budget estimate (NSNN) for 2026, and the 3-year Financial Plan - NSNN for 2026 - 2028.

Specifically, the City People's Committee requires the implementation of 25 socio-economic development plan targets for 2026 for departments, branches and sectors, divided into 3 specific groups: Economic indicators group; social indicators group; rural and environmental indicators group.

For commune, ward and city levels, 19 socio-economic development plan targets for 2026 were assigned, focusing on the following areas: economic development; socio-cultural development; urban, rural and environmental development; and at the same time, key tasks and solutions were proposed for 2026.

Regarding the development of the 2026 socio-economic development plan, for the state budget revenue estimate, the City People's Committee requested an assessment of the 2025 socio-economic development plan, in which, closely following the goals, targets, and development orientations according to the Resolutions and Conclusions of the City Party Committee, the Resolutions of the City People's Council, the Decisions on assigning plans, the Action Program of the City People's Committee, and the Directives of the Chairman of the City People's Committee.

For new communes and wards, summarize the characteristics (results, limitations) of socio-economic development; assess the reality, ensure objectivity, honesty, closeness to reality and compare with the results of 2024 on the implementation of the 2025 Plan; develop the 2026 socio-economic development plan; analyze, forecast, proactively develop synchronous, focused and key solutions and plans, ensuring the target of double-digit growth.

The main content of the 2026 Socio-Economic Development Plan focuses on assessing the implementation of the 2025 Socio-Economic Development Plan. In particular, departments, branches and sectors evaluate according to the resolutions of the City People's Council; Action Program No. 04/CTr-UBND dated February 14, 2025 on implementing the main tasks and solutions to implement the Socio-Economic Development Plan, State budget estimates and improve the business environment, enhance competitiveness in 2025.

The People's Committees of communes and wards have just summarized the results, limitations in area, population, residential groups; the current situation of education and health development; social security, order and safety; the current situation of production, business, budget revenue and expenditure; new urban and rural construction; use of resources, land, environmental protection, etc.

Regarding the task of building the 2026 State budget estimate, the 3-year State Budget-Finance Plan 2026-2028, for the State budget revenue estimate, it must be built in accordance with current policies and regimes, ensuring correct, full and timely collection of State budget revenue sources, specifically calculating the factors of increase, decrease and shift of revenue sources due to changes in legal policies on budget, taxes, fees, charges and implementing the tax reduction roadmap, forecasting the world and domestic economic and financial situation...
