The report said that over the past 15 years, the Standing Committee of the City Party Committee has led the City Police Party Committee to direct the City Police to synchronously deploy measures and solutions to prevent and combat crimes in the city, with the viewpoint of "taking proactive prevention from early, from afar, from the grassroots as the main focus; taking the commune level as the focal area to concentrate measures to prevent and combat crimes".

The functional forces, of which the police force is the core, have been proactive in grasping, analyzing, and forecasting the situation, promptly implementing solutions related to the fight against crime in the short and long term, to ensure political security, order, and social safety. In particular, the city has focused on increasing resources for crime prevention and control; human trafficking prevention and control and drug prevention and control with a total amount of 1,283,696 million VND...

Results from December 15, 2010 to June 14, 2025, the units investigated and discovered 19 cases, prosecuted 19 cases, 23 defendants violating national security; 66,258 cases, 134,338 subjects violating social order; 32,691 cases, 34,169 subjects violating economic management order; criminally handled 41,775 cases, 51,249 subjects and administratively handled 5,835 cases, 14,089 subjects violating drug laws...

As a result of the fight against environmental, resource, and food safety crimes, the authorities have detected, inspected, and coordinated the handling of 74,800 cases and 76,238 subjects; investigated and discovered 76 cases and 212 subjects of human trafficking crimes...

Notably, the City Police have synchronously and resolutely implemented measures and solutions to ensure traffic order and safety; focusing on handling violations with the motto "no exceptions, no forbidden zones", especially violations of alcohol concentration, drug use, oversize and overload violations... As a result, the Police force has inspected and handled 5,788,191 cases of traffic law violations...

With the achievements, over the past 15 years, more than 30,000 groups and 120,000 individuals in the city with outstanding achievements in crime prevention and control in the new situation have been commended by all sectors and levels.

In the coming time, the Hanoi Party Committee will continue to lead and direct Party committees, authorities, sectors and levels to seriously and effectively implement directives, resolutions, plans and guiding documents related to crime prevention and control, in conjunction with the implementation of political - economic - social tasks in the locality in the new situation. The City also clearly defines the guiding viewpoint on crime prevention and control as a regular political task of Party committees, authorities and sectors and considers this as one of the criteria for considering emulation and classifying grassroots Party organizations, cadres and Party members every year.

The city has well organized the work of closely monitoring and forecasting the situation to proactively detect and promptly and effectively combat all types of criminal activities; promptly developed and issued policies and solutions to ensure national security, maintain social order and safety, and strengthen the strength of the capital's defense area in the trend of globalization and international integration.

The city also improves the crime prevention and combat capacity of law enforcement agencies and specialized crime prevention and combat forces; ensures logistics and technical conditions and strengthens human resources, especially specialized and semi-specialized agencies, meets the staffing requirements, arranges appropriate forces, and is fully equipped with means and weapons. In addition, the city resolutely implements the contents and measures to prevent and combat all types of crimes and social evils; combines patrolling, control, and public administration measures with professional reconnaissance measures; promptly detects and handles crimes and illegal activities...
