Implementing the Prime Minister's Official Dispatch No. 492/CD-TTg on urgent measures to reduce congestion and promote agricultural exports at northern border gates, the People's Committee of Ha Tinh province has just issued a document directing departments, branches and localities to carry out related tasks.

Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Industry and Trade to proactively contact the specialized agencies of the Ministry of Industry and Trade and the Department of Industry and Trade of the northern border provinces to update the situation and disseminate it to enterprises and import-export units in the area to proactively adjust the pace of goods delivery to the border in accordance with the customs clearance capacity of the border gates. Monitor, evaluate and forecast the circulation and concentration of agricultural products at the border gates to organize and closely coordinate with relevant agencies to promptly advise on measures to regulate and manage vehicles delivering goods to the border gates.

The Department of Agriculture and Rural Development proactively guides enterprises and cooperatives to carry out procedures to be granted codes for growing areas and codes for packaging facilities for agricultural products exported from the province. At the same time, it strengthens inspection and supervision of growing areas and packaging facilities that have been granted codes or other relevant requirements to improve the quality of goods in accordance with regulations on standards for agricultural products exported to the Chinese market.

Regularly contact specialized agencies of the Ministry of Agriculture and Rural Development ; coordinate with the Department of Industry and Trade to provide information, recommend people, businesses, and agricultural cooperatives to reorganize agricultural production in line with market demand, ensuring compliance with the processes, regulations, and standards of the import market from production, harvesting, preliminary processing, packaging, transportation, and traceability to promote official exports.

The Department of Science and Technology guides and supports enterprises, processing and exporting establishments of agricultural products to register for trademark protection and geographical indications for the province's key agricultural products; applies technical standards, regulations and management systems to meet technical barriers in trade of exporting countries. Implements technological solutions in tracing the origin of agricultural products in accordance with domestic and exporting country requirements.

The Department of Information and Communications, the Provincial Radio and Television Station, and Ha Tinh Newspaper coordinate with the Department of Industry and Trade, the Department of Agriculture and Rural Development, and relevant agencies and units to promote information and propaganda about market demand and regulations and commodity standards to organize appropriate production, promote official exports, and customs clearance at northern border gates so that farmers, production facilities, and agricultural product processing and export enterprises in the province can proactively develop plans for exporting goods.

The People's Committees of districts, towns and cities proactively coordinate with relevant units to increase meetings and dialogues with businesses and investors in the area to grasp the situation, promptly grasp and remove difficulties and obstacles, and create all favorable conditions for businesses and people to participate in production, business and effective processing of agricultural products.

Enterprises, processing and exporting agricultural products in the province should proactively grasp the situation and have a plan to regulate goods to the border gate in a reasonable manner to avoid additional costs for warehousing. Consider choosing and converting to other modes of transport other than road (such as railway) or choosing a suitable border gate to minimize long-term waiting times and minimize the risk of damaged goods for businesses.
