With favorable weather, contractors are speeding up construction to speed up progress and ensure capital disbursement plan.

According to the Ministry of Finance , it is estimated that from the beginning of the year to August 31, 2025, the whole country has disbursed 409,174.5 billion VND of public investment capital, reaching 39.9% of the plan, reaching 46.3% of the plan assigned by the Prime Minister, higher than the same period in 2024.

Ha Tinh is one of 22 localities with an estimated disbursement rate reaching the national average or higher, along with Thanh Hoa, Nghe An, Quang Ninh, Ho Chi Minh City... This result shows the great efforts of the locality in promoting the progress of public investment projects.

Besides, there are still 29 ministries, central agencies and 12 localities with estimated disbursement rates below the national average, and it is necessary to continue to speed up progress in the coming time.

In order to ensure that the disbursement rate of public investment capital in 2025 reaches the target of 100% of the plan assigned by the Prime Minister , contributing to promoting the annual growth rate of 8% or more, ministries, central agencies and localities need to seriously learn from experience, promptly, drastically and effectively implement the goals, tasks and solutions to promote the disbursement of public investment capital according to the direction in Resolution No. 230/NQ-CP dated August 10, 2025 of the Government on the regular meeting in July 2025 and the online conference between the Government and localities. On that basis, the Ministry of Finance proposes that ministries, central agencies and localities implement a number of key recommendations and solutions as follows:

1- Regarding the arrangement and reorganization of administrative units at all levels and the transition to a two-level local government organization model:

Ministries, central and local agencies resolutely implement the conclusions and directions of competent authorities on the implementation of two-level government; promptly handle difficulties according to their authority; synthesize and report to competent authorities to thoroughly handle difficulties and problems; focus on directing and organizing implementation, ensuring that there are no breaks or interruptions in the implementation and disbursement of public investment capital during the period of rearranging and reorganizing administrative units at all levels, shifting to a two-level local government organization model.

The Ministry of Justice continues to review and consult relevant ministries and branches to propose solutions to improve the law, especially some provisions that are still contradictory and do not ensure consistency between laws, decrees, and circulars related to decentralization, delegation of power, and division of authority when organizing a two-level government model.

The Ministry of Home Affairs shall issue and coordinate with relevant ministries and branches to issue documents guiding the establishment of public service units under the People's Committees at the commune level, especially units providing basic and essential public services at the commune level and managing investment projects.

The Ministry of Construction is considering revising and perfecting regulations guiding the decentralization of tasks to commune-level investors to avoid overlaps and problems in appraisal and settlement.

2- Urgently implement the allocation of the 2025 public investment capital plan that has not been allocated in detail by September 30, 2025 according to regulations, ensuring timely disbursement in the last months of the year. At the same time, proactively develop disbursement plans and targets, request investors to report disbursement progress monthly and quarterly; promptly remove arising problems of each project, strive for the disbursement rate of public investment capital by the end of the third quarter to reach at least 60% of the plan assigned by the Prime Minister, and 100% for the whole year of 2025.

3- Ministries and ministerial-level agencies continue to review and synthesize difficulties in policy mechanisms related to public investment disbursement according to their functions and tasks to report and propose to competent authorities for consideration and timely resolution.

4- Continue to focus on removing difficulties and obstacles in site clearance, mobilize the participation of leaders of Party committees, authorities and the entire political system, strengthen leadership, direction, and supplement experienced personnel in site clearance for communes; identify compensation and site clearance as bottlenecks in the project implementation process that need to be focused on, minimizing the situation of projects waiting for site clearance.

5- For important national and key projects in the field of transport: Ministries, branches and localities actively and proactively carry out the tasks assigned by the Prime Minister in Report No. 401/TB-VPCP dated August 6, 2025 of the Government Office; accordingly, the Ministry of Construction and localities are requested to speed up the progress of projects, strengthen inspection and supervision, clearly assign responsibilities, closely coordinate between levels and branches to ensure scientific and effective work... to strive to complete at least 3,000 km of expressways, over 1,000 km of coastal roads and major projects such as Long Thanh International Airport in 2025.

It is recommended that localities urgently implement and disburse capital for projects, especially important national projects, key projects in the transport sector managed by localities, specifically: Ninh Binh - Hai Phong Expressway (CT.08), DATP3 to build the Ring Road 4 of the Hanoi Capital Region, Gia Nghia - Chon Thanh Expressway, Tan Phu - Bao Loc Expressway, Bao Loc - Lien Khuong Expressway, Ring Road 3 of Ho Chi Minh City, Ho Chi Minh City - Moc Bai (PPP), etc.; speed up the completion of investment procedures for new projects assigned with additional State budget capital from the State budget revenue increase in 2024, including investment preparation, site clearance, and signing of construction contracts.

6- For ODA projects: The governing bodies and project owners must speed up the completion of project investment procedures; at the same time, closely follow the project implementation progress and project adjustment progress, promptly remove obstacles and difficulties in project implementation and disbursement, direct the focus on promoting disbursement of projects that have completed investment procedures, bidding work, and contract signing; coordinate with the Ministry of Finance to promptly discuss with donors in case of arising problems.

7- Regarding local budget capital, localities must proactively boost budget collection, especially from land, and promptly propose additional sources if revenue is short, to avoid projects lacking capital for implementation.

8- For National Target Programs: Ministries, branches and localities need to proactively issue or submit documents for issuance to guide implementation, in sync with the process of administrative unit arrangement. Program owners (Ministry of Agriculture and Environment, Ministry of Ethnic Minorities and Religions) urgently review and synthesize the actual needs of ministries, branches and localities, propose adjustments to unused capital, and return it to the central budget for timely reallocation.

9- Strictly comply with the regime of reporting on the implementation and payment of public investment capital according to Circular No. 37/2025/TT-BTC dated June 12, 2025 of the Ministry of Finance, ensuring the content on implementation time and reporting form; reporting according to the provisions of Decision No. 1544/QD-TTg dated July 16, 2025 on the establishment of Working Groups to urge and remove difficulties and obstacles in production and business, import and export, infrastructure construction, promote growth, and promote disbursement of public investment capital (ministries, central and local agencies subject to inspection have disbursement rates below the national average); seriously and fully update data information on the National Information System on Public Investment according to regulations.
