Chairman of the Provincial People's Committee Vuong Quoc Tuan directed: Make the greatest effort to strive for growth of 11.5% in 2025.

BAC NINH - On the morning of October 2, the Provincial People's Committee held its regular September meeting. Comrade Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Also attending was Comrade Tran Thi Hang, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council.

According to the report of the Department of Finance on the socio -economic situation in the first 9 months of 2025, along with the successful organization of the commune-level party congress and the 1st Provincial Party Congress, term 2025-2030, the socio-economic situation of the province has many outstanding results. Economic growth reached 10.7%, of which industry - construction increased by 11.73%; services increased by 8.88%; agriculture, forestry and fishery increased by 5.79%; product tax increased by 6.21%.

The whole province attracted more than 15.3 billion USD in investment capital, including 162 newly licensed domestic investment projects and 262 FDI projects with registered capital of 256.1 trillion VND and 1.5 trillion USD, respectively. In particular, Bac Ninh currently ranks first in the country in attracting FDI.

The industrial production index (IIP) in the first 9 months increased by 15.93% over the same period in 2024. Total retail sales of goods are estimated at 106.4 trillion VND, up 17.87%. Total import and export turnover of goods is estimated at 129.3 billion USD. Bac Ninh ranks second in the country in terms of export turnover, after Ho Chi Minh City.

The total provincial budget revenue is estimated at 56.5 trillion VND, equal to 99.5% of the annual estimate. Bac Ninh completed 100% of the target of eliminating temporary and dilapidated houses in the whole province by 2025 with 798 houses, reaching the target earlier than the Prime Minister's request and being the leading locality in the country in developing social housing, ranking first in the Index of serving people and businesses; implementing the mechanism of "24-hour Green Channel" and "60% Green Channel" for key projects.

Attention is paid to the cultural and social fields; many cultural and educational activities are organized in a rich and meaningful manner. Medical examination and treatment, and disease prevention are carried out effectively. The work of building mechanisms and policies, administrative reform, improving the investment and business environment, and digital transformation are implemented vigorously, in accordance with the two-level local government. The work of inspection, examination, citizen reception and complaint settlement is focused. Political security, social order and safety are ensured.

Vice Chairman of the Provincial People's Committee Dao Quang Khai spoke about solutions to promote disbursement of public investment capital in the last months of the year.

Regarding public investment disbursement, as of September 30, the whole province disbursed 11.1 trillion VND, reaching 54.6% of the plan. Some units with high disbursement rates: Luong Tai Construction Investment Project Management Board (88.7%); Provincial Police (78.9%); Bac Ninh No. 1 Civil and Urban Development Project Management Board (78.2%); Tan Yen Construction Investment Project Management Board (78.9%); Yen The Construction Investment Project Management Board (72.1%).

Some units have low disbursement rates such as Chu Construction Investment Project Management Board (16.2%); Gia Binh Construction Investment Project Management Board (18.5%); Bac Ninh Civil and Urban Development Project Management Board No. 2 (23.1%); Bac Ninh Transport and Agriculture Project Management Board No. 1 (27.5%)...

Speaking on this content, comrade Vuong Quoc Tuan emphasized: Although there are still many difficulties, in the first 9 months of 2025, the province's socio-economic situation has achieved many positive and comprehensive results in all fields.

Emphasizing that there are only nearly 3 months left until the end of 2025, to achieve the annual economic growth target of 11.5% and create a solid foundation for 2026, the task set for the fourth quarter is to achieve growth of 12.4%. The Chairman of the Provincial People's Committee requested departments, branches and localities to focus on drastically and effectively implementing key tasks, solutions and key tasks in the spirit of "improving the quality and efficiency of any targets that have been achieved; focusing on completing any targets that have not been achieved". Review the implementation of action programs to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030 and the unit's target system, promptly advising on implementation and completion in assigned areas.

Focus on removing difficulties and obstacles in production, business, investment, site clearance... to create momentum for growth. Urge contractors and investors to speed up the construction progress of project items, and start construction as soon as the site is available, such as the new industrial parks approved in 2024 and 2025; the Gia Binh International Airport project and the route connecting Gia Binh airport with the capital Hanoi; the Golden Canal Bridge... Units and agencies with projects must resolutely implement the plan to disburse public investment capital and be responsible to the province for the progress of implementation.

Focus on budget collection, increase domestic revenue to ensure resources for social security and specific local policies, strive to exceed 20% of the government's budget revenue. Promote FDI attraction associated with high technology transfer activities, create links with domestic enterprises.

Continue to improve the effectiveness of land management, mineral resources, environmental protection and natural disaster prevention, handle cases of unauthorized land allocation, encroachment, and arbitrary change of land use purpose in the province. Proactively review key locations to take measures to prevent and combat natural disasters. Along with implementing year-end tasks, departments, branches and localities need to focus on developing socio-economic development plans for 2026 and building development strategies for the coming period.

Comrade Vuong Quoc Tuan delivered a concluding speech at the conference.

At the conference, delegates discussed and unanimously approved the draft "Policy regulations for cadres, civil servants, public employees, and workers in agencies, units, and organizations of Bac Ninh province affected by the implementation of the arrangement of administrative units at the provincial and commune levels". The draft proposed to support accommodation and travel expenses for cadres, civil servants, public employees, and workers with a travel distance of 20 km to less than 30 km at the rate of 3 million VND/person/month; travel distance from 30 km to less than 40 km is supported with 3.7 million VND/person/month; travel distance from 40 km to less than 50 km is supported with 4.5 million VND/person/month; travel distance from 50 km or more is supported with 5.2 million VND/person/month. For communes in ethnic minority and mountainous areas (before the arrangement), the travel distance is reduced by 5 km compared to the above regulations. The total estimated annual policy support budget is about 73.5 billion VND, with a support period of 2 years. The support period is from July 1, 2025 to June 30, 2027; the implementation budget comes from the provincial budget and public revenue sources.

The conference also reviewed and commented on a number of other important contents such as: Draft Resolution of the Provincial People's Council on regulations on compensation regimes for people performing the task of receiving citizens, handling complaints, denunciations, petitions and reflections; Contents and expenditure levels for conducting statistical surveys from the provincial budget; Funding to support the activities of the People's Inspectorate at the commune level; A number of policies for specialized high schools, key middle schools and the regime for managers, experts, teachers and students participating in training and coaching to attend provincial-level excellent student selection exams for middle schools, national level, regional and international Olympics; national science and technology research competitions for middle and high school students, international science and technology competitions, etc.
