At the regular press conference of the Ministry of Information and Communications on the afternoon of April 8, Mr. Le Van Tuan, Director of the Department of Radio Frequency, said that recently, the auction of the right to use radio frequencies with the B1 band (2500 - 2600 MHz) and C2 band (3700 - 3800 MHz) was successfully organized, bringing in more than 10 trillion VND for the state budget.

Of which, the Military Industry - Telecommunications Group ( Viettel ) won the auction for the B1 frequency band (2500-2600 MHz) with a price of 7,533 billion VND; the Vietnam Posts and Telecommunications Group won the auction for the C2 frequency band (3700-3800 MHz) with a price of 2,581 billion VND.
As for the C3 frequency band (3800-3900 MHz), due to the lack of the minimum number of qualified businesses participating in the auction as prescribed, the auction of the C3 frequency band block was unsuccessful.
As of April 8, Viettel has completed its financial obligations as prescribed. Vietnam Posts and Telecommunications Group is currently completing payment procedures and is expected to complete these obligations tomorrow (April 9).
This is the first time Vietnam has successfully organized a frequency auction, 15 years after the Law on Radio Frequencies was passed by the National Assembly . "The auction increased the frequency level for mobile information by 59% compared to the present," said Mr. Tuan.
Regarding the question of commercialization, what is the price of 5G? Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, said that according to the regulations on price management in the Telecommunications Law, telecommunications enterprises proactively set service prices applicable to telecommunications service users, and service prices are built on the basis of cost.
Service prices are calculated and formed from many factors such as scale of provision, cost, investment level...
Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, informed the press.
"When the business wins the auction with the initial investment, users will soon know the price of 5G service," said Mr. Nha.
The representative of the Telecommunications Department added that this time, in addition to investment costs like 3G and 4G networks, businesses must also invest in 5G networks with frequency costs. However, in return, they will provide higher internet access speeds, supporting areas where users need high speeds and high user density, such as developing 5G networks in industrial parks...
The enterprise is fully responsible if any new SIMs are developed that do not comply with regulations.
To check information about phone SIMs, Mr. Nguyen Phong Nha, Deputy Director of the Telecommunications Department, said that this unit advised the Ministry of Information and Communications to change the texting syntax via the number 1414 along with SIM verification documents such as citizen identification cards and security for users.
Through verification from March 1 to March 31, businesses reported receiving more than 6 million lookups, from which about 1,000 customers reported (about having unused/registered subscriber numbers) about about 1,200 subscriber numbers.
Accordingly, businesses have removed the subscriber numbers from the list that customers have reported, sent text messages requesting verification and clarification to nearly 1,200 reported numbers; and blocked one-way and two-way calls to nearly 200 numbers.
The Ministry of Information and Communications has instructed that from April 15, 2024, mobile telecommunications businesses will take full responsibility if new SIMs that are not developed in accordance with regulations appear on the market.
In case of detecting violations (such as SIM cards with subscriber information...), the Ministry will organize inspections to strictly handle violations (including reviewing and stopping new development). At the same time, the Ministry of Information and Communications will consider issuing written reminders to business leaders and report to the Prime Minister for consideration of disciplinary action.
