Two large hydroelectric reservoirs on the Red River must urgently discharge water due to heavy rain and floods.

Faced with the complicated flood situation after storm Bualoi, the Ministry of Agriculture and Environment has continuously sent telegrams directing the Hoa Binh Hydropower Company and Tuyen Quang Hydropower Company to open additional bottom spillway gates to regulate reservoirs, ensuring safety of works and downstream areas.

According to the report, at 12:00 on September 29, the upstream water level of Hoa Binh Lake was at 114.27 m, downstream at 11.29 m; the water flow into the lake reached 10,566 m³/s, the total discharge to the downstream was only 2,167 m³/s. The Minister of Agriculture and Environment directed the Director of Hoa Binh Hydropower Company to open a bottom spillway at 8:00 p.m. the same day. Then, at 3:00 a.m. on September 30, Hoa Binh will continue to open another bottom spillway to reduce the pressure caused by upstream floods.

At Tuyen Quang Hydropower Reservoir, at 4:00 p.m. on September 29, the upstream water level reached 118.86 m, downstream 50.20 m; the flow to the reservoir was 1,221 m³/s, the total discharge to the downstream was 579 m³/s. Implementing the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment also directed the Director of Tuyen Quang Hydropower Company to open a bottom spillway at 8:00 p.m. on September 29 and continue to open another gate at 3:00 a.m. on September 30.

The Ministry of Agriculture and Environment requires the two reservoir operating units to closely monitor the development of rain and floods, upstream and downstream water levels, and flow to the reservoir, ensuring the safety of the works; at the same time, promptly report to the Ministry through the Department of Dyke Management and Natural Disaster Prevention and related agencies.

Along with that, the Ministry has sent a document to the People's Committees of Tuyen Quang, Phu Tho, Hanoi provinces and downstream localities, requesting immediate notification to people, aquaculture facilities, water transport vehicles, ferry terminals, riverside works, sand and gravel mining and gathering areas, etc. to proactively take preventive measures to ensure safety of life and property.

The circulation of storm Bualoi continues to cause widespread heavy rain, with many places recording rainfall of several hundred mm in the past 24 hours. Simultaneous opening of bottom discharge gates in Hoa Binh and Tuyen Quang is a mandatory and urgent solution. The Ministry of Agriculture and Environment recommends that downstream localities proactively respond and review plans to evacuate residents in areas at risk of deep flooding, flash floods, and landslides.
