Bac Ninh: Attracting investment to develop high-tech and green industries

According to the Management Board of Industrial Parks of Bac Ninh province, from now until 2030, the province will promote investment attraction and development of high-tech industries, green industries, and digital technology industries.

Bac Ninh province aims to continue to promote its role as a high-tech industrial center, with sustainable development and environmental friendliness in the 2026-2030 period. The province maintains a GRDP growth rate higher than the national average; import-export turnover reaches 1,120 billion USD; and average GPDP per capita reaches over 9,000 USD.

To realize the goal, Bac Ninh proposed that the Central Government soon promulgate the Law on Industrial Parks and Economic Zones to unify and synchronize management, overcoming the overlapping situation between current laws (Investment, Land, Construction, Environment, Real Estate Business, etc.).

Bac Ninh aims to attract selective, high-quality investment, shifting from attracting quantity to quality, prioritizing high-tech projects, supporting industries, electronic equipment manufacturing, semiconductors, biotechnology, new materials, renewable energy, etc.

The province invites multinational corporations to invest in research and development (R&D) and innovation centers, promoting the formation of a high-tech industrial ecosystem. Allocate reasonable land funds in each industrial park for small and medium-sized enterprises and innovative startups, ensuring diversity and connectivity in the value chain.

The province will promote investment in a professional, focused and key direction, linked to target markets such as Japan, South Korea, the European Union (EU), the United States, Singapore, and the UAE. During the term, it will strive to successfully attract at least two multinational, high-tech corporations to invest in industrial parks.

In the coming time, Bac Ninh will require investors in industrial park infrastructure to increase green space, water surface, improve environmental landscape; develop synchronous social infrastructure such as: building workers' housing, kindergartens, medical centers, cultural and sports areas, supermarkets, and essential services.

Along with the shift from passively solving the needs of investors and businesses to serving investors and businesses, Bac Ninh is interested in supporting, accompanying businesses and developing human resources, including coordinating and connecting universities and vocational training facilities to build high-tech labor training programs; encouraging training cooperation mechanisms between training facilities and businesses to meet the needs of businesses in industrial parks...

By 2025, Bac Ninh province will have 33 industrial parks approved for infrastructure investment with a total area of ​​10,566 hectares, of which 7,226 hectares are industrial production land. The leased area reaches 4,087 hectares, with an average occupancy rate of 56.56%. Some industrial parks have been basically filled and are effective.

In the provincial planning for the period 2021 - 2030, with a vision to 2050, Bac Ninh has identified the development of 50 industrial parks with a total area of ​​15,202 hectares. This is a strategic planning step, aiming to ensure land funds and space for long-term industrial development. To date, 41 industrial parks have had their detailed planning approved with an area of ​​12,925 hectares; the remaining are continuing to complete approval procedures.

Up to now, the industrial zones in Bac Ninh province have attracted 2,805 FDI ​​projects, with registered capital reaching 44.85 billion USD, despite the global FDI decline. Thanks to these projects, they have made important contributions to the province's industrial production value reaching over 1.6 million billion VND to date.

Industrial parks in Bac Ninh province have gradually affirmed their position as attractive destinations for domestic and foreign investors. There are 44 countries and territories with strong technological and financial potential such as: Korea, Japan, the United States, the EU, China, Taiwan (China) ... investing in industrial parks in the province.

In particular, Bac Ninh has successfully attracted large projects and multinational corporations with core technology such as: Samsung, Canon, Amkor, Foxconn, Sunwoda, Goertek, Amphenol, etc. With this result, Bac Ninh province has formed an industrial production ecosystem for electricity, electronics, and telecommunications; gradually shifting to green industry, digital technology industry, and semiconductor industry.
