Hai Phong: By 2027, digitize the entire workflow in Party agencies

According to Deputy Chief of the Office of the Hai Phong City Party Committee Sai Thi Yen, implementing the tasks in Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and the Digital Transformation Project in Party agencies issued under Decision No. 204-QD/TW, dated November 29, 2024 of the Secretariat, the Standing Committee of the Hai Phong City Party Committee has promptly issued plans and documents to deploy tasks. In particular, the city identifies general and specific goals for each year on developing digital infrastructure, digital applications, digital data and human resource development according to the motto "6 clear" (clear people, clear work, clear time, clear responsibility, clear products, clear authority). Promoting the application of information technology and implementing digital transformation in Party agencies has gradually professionalized and modernized the work of consulting and synthesizing; contributing to innovating working methods, improving the quality and effectiveness of leadership and direction of Party committees at all levels, and administrative reform in the Party. This is also the basis for completing the digital transformation plan goals in the city's Party agencies higher than required and 1 year earlier than the Central's roadmap. Nguyen Luong Bang Commune Party Committee Secretary Nguyen Van Nhat said that in recent times, the Commune Party Committee has focused on leading, directing, and synchronously implementing many solutions to apply information technology, gradually digitizing the working process, improving the effectiveness of leadership, direction, and administration of the Party Committee. Up to now, 100% of advisory documents with the entire document processing process are carried out online, in which the final step when submitting for signing is manipulated and consulted with leaders online on the Party's operational management system, ensuring timeliness, accuracy, and convenience. 100% of civil servants participate in document processing on the Party's operational management software. 100% of outgoing and incoming documents are issued electronically, digitally signed. The Commune Party Committee has signed and issued 265 outgoing documents; received and processed 1,183 incoming documents on the Party's operational management system. The Hai Phong City Party Committee's Propaganda and Mass Mobilization Department is one of the city's Party Building Departments that strongly applies digital transformation in its work. Mr. Pham Ngoc Dien, Chief of Office of the Hai Phong City Party Committee's Propaganda and Mass Mobilization Department, said that immediately after the merger, the Department organized training on the operation and use of the Party agencies' operational management information system for 100% of the agency's cadres and civil servants. Up to now, the operations on the basic software have been put into order, meeting the requirements of professional tasks. Currently, 100% of cadres and civil servants use the Party agencies' operational management information system on both computers and smartphone apps; 100% of incoming and outgoing documents are digitized.

Promoting digital transformation in Party agencies

Deputy Chief of the Office of the Hai Phong City Party Committee Sai Thi Yen informed that the technical infrastructure has been ensured to meet the operational requirements of Party agencies in the network environment. The implementation of processing and sending and receiving documents on the operating software helps reduce the use of paper copies by about 90%. Hai Phong has applied digital transformation in organizing paperless meeting rooms to serve meetings and conferences of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the City Party Executive Committee. Applying information technology and digital transformation also helps save time and costs in organizing online conferences between the City Party Committee and the Central Government and communes, wards and special zones. In particular, the Office of the City Party Committee has coordinated to advise on organizing the Hai Phong City Party Congress for the 2025 - 2030 term according to the "Digital Congress" model with maximum application of digital transformation in the organization and activities of the Congress.
