Hai Phong: Marks of tenure, aspirations to rise

Impressive numbers

With a favorable geographical location, synchronous transport infrastructure and open investment attraction policies, Hai Phong has been affirming its position as one of the most attractive investment destinations in Vietnam, especially in the field of attracting foreign direct investment (FDI).

For 4 consecutive years (2021-2024), Hai Phong has always ranked in the top 5 nationwide in attracting foreign direct investment (FDI). The total newly registered and increased foreign investment capital in the 2021-2025 period is estimated at 20.2 billion USD, 1.89 times higher than the 2016-2020 period (reaching 10.67 billion USD), making Hai Phong one of the leading localities in the country in attracting FDI.

Hai Phong City leaders awarded investment registration certificates, investment policy approvals and investment cooperation memorandums to corporations and enterprises investing in Hai Phong in July 2025.

In the period of 2021 - 2025, foreign direct investment (FDI) attraction in Hai Phong reached 20.2 billion USD, 1.89 times higher than the previous period. On average, 3,384 new enterprises were established each year, with the private sector accounting for 86.3% of the investment capital implemented in the area.

Large corporations such as LG (Korea), Pegatron (Taiwan), Fujifilm (Japan)… have chosen Hai Phong as their production base, creating a global industrial value chain, contributing greatly to exports and the city budget.

In particular, after merging with Hai Duong , the new Hai Phong City has made a strong mark on the map of industrial park development in Vietnam. Up to this point, the whole city has a total of 42 industrial parks (22 industrial parks of East Hai Phong and 20 industrial parks of West Hai Phong).

In particular, the Southern Hai Phong Coastal Economic Zone has a scale of 20 thousand hectares (of which about 2,909 hectares are reclaimed land), with highlights being mega projects such as Tien Lang International Airport, Nam Do Son Deepwater Port system (international cargo transit gateway), Free Trade Zone is expected to become the city's new growth engine in the near future...

It can be affirmed that Hai Phong currently owns the largest system of industrial parks and economic zones in the country, creating a large space to attract domestic and global investment capital.

The Southern Hai Phong coastal economic zone has a scale of 20,000 hectares (of which about 2,909 hectares are reclaimed land) and is expected to become a new growth driver for the city in the near future...

The mark of a successful term

In the 2020-2025 term, the Party Committee, government and people of Hai Phong have promoted solidarity, seized opportunities and overcome challenges. With high political determination and drastic actions, the city's leaders have directed the successful implementation of the Resolution of the 16th Party Congress. The results achieved are important and comprehensive in many fields, creating a clear mark in development. This is a premise for continued breakthroughs in the new period.

Outstanding results in attracting investment are the result of a harmonious combination of maximizing natural advantages and geographical location with dynamism, creativity, and determination in thinking and action; systematic investment in infrastructure; and most importantly, a strong commitment from the city's leaders in accompanying and supporting businesses.

Administrative reform and improvement of the investment and business environment have been promoted. Hai Phong's Provincial Competitiveness Index (PCI) and Public Administration Reform Index (PAR Index) have continuously remained among the leading localities in the country.

The 1st Congress of Hai Phong City Party Committee for the 2025-2030 term will discuss and decide on major policies for the city's development in the coming time.

In 2024, for the first time, Hai Phong will top the rankings of all three indexes: PCI, PAR Index and SIPAS. This is an important indicator reflecting the quality of economic management, investment environment, governance capacity as well as the determination of local authorities in administrative procedure reform.

After the merger, Hai Phong rose to become the locality with the third largest economic scale in the country; gradually forming regional linkage axes, synchronously developing transport, industrial, urban and service infrastructure.

Hai Phong focuses on investing in upgrading inter-regional road traffic infrastructure, seaports, waterways, and aviation, especially Lach Huyen port and Cat Bi international airport.

At the same time, continue to expand and complete the infrastructure of existing industrial parks such as Trang Due, Deep C, VSIP, Nam Dinh Vu, Nam Cau Kien and develop new industrial parks; expand the container port area in Lach Huyen and upgrade Cat Bi international airport; actively deploy the Lao Cai - Hanoi - Hai Phong railway to create momentum for service - logistics development, creating favorable conditions for investors to invest and do business in the city.
