The Hoa River overpass project, one of the key projects, approved by the Hai Phong City People's Council in August 2021, is being rushed to completion with the goal of closing before the Lunar New Year 2024.

The Hoa River Overpass has a total length of 411.2m, a retaining wall of 140m, a bridge width of 22.5m, and a clearance clearance of 30m x 6m. The connecting route is a class II delta road with a length of 1,882m and a cross-section of 22.5m. The project has a total investment of more than 760 billion VND, using the budget of Hai Phong city and Thai Binh province.
The project is located in Vinh Bao district (Hai Phong) and Quynh Phu district (Thai Binh) with a total land area of nearly 12 hectares. The land clearance in Thai Binh is paid for by the provincial budget.
Progress reached 58%, determined to close before Lunar New Year
According to the Hai Phong City Traffic Construction Investment Management Board, since April 2024, contractors have been simultaneously implementing construction of all items. To date, the project has completed all 109/109 bored piles, 62/100 Super T beams, 7/11 bridge piers and abutments, along with items such as box retaining walls, cement-reinforced soil piles for the roadbed and roadbed aggregate layer.
The completed volume has reached about 58% of the contract value, with progress being accelerated to complete the closing on the occasion of December 23 (Tet Ong Cong Ong Tao) and technical traffic opening on the 70th anniversary of Hai Phong Liberation Day (May 13, 2025).

“The timely completion not only has technical significance but also shows the strong commitment of Hai Phong city in developing regional transport infrastructure,” Mr. Tho emphasized during the site inspection.
Strengthening traffic connection in Hai Phong - Thai Binh region
The Hoa River overpass project, when completed, will shorten travel time between Thai Binh and Nam Dinh provinces with Hai Phong and Quang Ninh, and reduce traffic pressure on National Highway 10. This is a breakthrough to help improve traffic safety, attract investment, and promote socio-economic development between the two localities.
Along with this project, Hai Phong is implementing the renovation of a 1.65km section from Hoa River Bridge to Provincial Road 354 (Vinh Bao District) and the section from Provincial Road 354 (Tien Lang District) to National Highway 10 (Vinh Bao District). Thai Binh is also rushing to complete the 21.28km BOT section from Nghin Bridge to Thai Binh, expected to be completed in 2025.
These projects form a modern transport network, contributing to regional connectivity, enhancing competitiveness, and promoting sustainable development for both Hai Phong and Thai Binh.
