Continuing the working program, on the morning of October 18, the Provincial People's Council's Supervisory Delegation led by Mr. Le Van Anh, Vice Chairman of the Provincial People's Council, directly surveyed the compliance with legal regulations in ensuring safety of inland waterway traffic and the management, inspection and registration of waterway vehicles in Cam Pha City.

Cam Pha City has a long coastline along Bai Tu Long Bay. Currently, the city has 23 ports. In recent times, the city has focused on directing functional agencies and People's Committees of communes and wards to strengthen state management, inspect and review illegal and unlicensed ports, eliminate illegal ports that transport, gather and trade sand, stone and gravel; strictly handle violations in transport, gathering, trading, mooring vehicles and violations in port areas; organize propaganda and sign commitments with inland waterway port owners to comply with the provisions of law on inland waterway traffic safety. At the same time, resolutely handle illegal construction material ports that are not in the planning and not licensed according to regulations.
The city has completed the master plan and zoning plan, updating the development orientation of economic zones, inland waterway ports, and regional connecting routes as a basis to contribute to the development of the seaport system according to the planning orientation; implementing investment in construction, upgrading and repairing inland waterway ports and wharves.
In addition, in the city there are currently 311 ships, boats, and ferries of all kinds registered, inspected, and strictly managed.
From January 1, 2021 to present, in Cam Pha city, there have been no traffic accidents related to inland waterways.

Through a field survey, Comrade Le Van Anh, Vice Chairman of the Provincial People's Council, requested the Department of Transport to study the regulations on licensing a number of wharves and ports in the province to ensure they are suitable to actual needs, strengthen management work, and meet development requirements; review the infrastructure of each port and wharf to ensure full investment in all items; guide investors to prepare documents, reports, and license procedures for dredging in the management area.
He highly appreciated the local efforts in strengthening management and restoring order under the direction of the province at the wharves and ports in the km6 area. He requested Cam Pha City to continue reviewing the planning, land, and infrastructure of some wharves and ports to report to the Provincial People's Committee to ensure strict management.
