Provincial People's Council surveys compliance with laws to ensure traffic safety on inland waterways

On October 17, the Provincial People's Council's Supervisory Delegation, led by Mr. Le Van Anh, Vice Chairman of the Provincial People's Council, directly surveyed the compliance with legal regulations in ensuring inland waterway traffic safety and the management, inspection and registration of waterway vehicles in Dong Trieu Town and Quang Yen Town.

Dong Trieu Town's inland waterway route is about 60km long, running through 14 wards and communes in the area. Currently, in the town, there are 2 coal ports, 23 wharves with detailed planning, and the Provincial People's Committee has leased land to build inland wharves.

In recent times, the security and order situation on the waterways in the town has been basically stable, with no complicated criminal or drug hotspots. Traffic safety on the waterways has been maintained, with no serious accidents. The town also regularly inspects compliance with the law on inland waterway traffic, detects and handles violations. In particular, the town has resolutely suspended the wharves of individuals and families that are not in accordance with the planning, and strictly supervises to ensure that the activities do not recur.

Quang Yen Town's inland waterway route is about 70km long, running through 17 wards and communes in the area. The circulation of water vehicles through the rivers is mainly for fishing and aquaculture activities. The town currently has 7 inland waterway ports in operation, 2 ports of Nosco Ship Repair Factory and Nam Phat Shipbuilding and Marine Transport Joint Stock Company. The town has focused on directing functional forces to strengthen state management, inspect and review unlicensed and illegal operating ports; strictly handle violations of vehicles illegally anchored in the port area; ensure safety conditions of licensed ports and ports.

The situation of waterway traffic order and safety in Quang Yen town is relatively stable. However, in early 2024, a boat capsized due to a storm on the Chanh River, killing 4 people.

Through a field survey, the Monitoring Team found that many inland waterway ports are operating in Dong Trieu town but have not invested in items to ensure traffic safety according to the operating license, many inland waterway vehicles are equipped with engines with a capacity of over 6 CV but are not registered or inspected, and are operating illegal passenger transport services on the river in Quang Yen town.

Through the survey, comrade Le Van Anh, Vice Chairman of the Provincial People's Council, requested the Department of Transport and Dong Trieu Town and Quang Yen Town to urgently review, inspect and evaluate the current status and operations of ports operating in the area. Units and localities need to take measures to invest in missing items at ports to ensure safety according to the granted licenses. At the same time, urgently count all unregistered inland waterway vehicles, report to the Provincial People's Committee; strengthen measures to ensure safety of inland waterway traffic.
