Monitoring activities are increasingly practical and effective.

Supervision is one of the key tasks, contributing to affirming the role and functions of local State power agencies; at the same time, it is the basis for the Provincial People's Council to study and decide on important issues of the province.

According to Article 5 of the Law on Supervisory Activities of the National Assembly and People's Councils, which stipulates the "Supervisory authority of People's Councils", the People's Council supervises compliance with the Constitution and laws in the locality and the implementation of resolutions of the People's Council at the same level; supervises the activities of the Standing Committee of the People's Council, the People's Committee, the People's Court, the People's Procuracy, the civil enforcement agency at the same level and the committees of the People's Council at the same level; supervises the decisions of the People's Committee at the same level and the resolutions of the People's Council at the next lower level.

On that basis, based on the Working Regulations and the 2024 Work Program, the Provincial People's Council has organized thematic supervision of the results of the implementation of the National Target Program on New Rural Development from 2021-2023 in Thanh Hoa province. At the same time, the Standing Committee of the Provincial People's Council has issued a plan, supervision outline and organized 2 direct supervision delegations in 13 localities and units (including: the Provincial People's Committee and the People's Committees of districts and towns: Yen Dinh, Tho Xuan, Thieu Hoa, Muong Lat, Quan Hoa, Dong Son, Nhu Xuan, Ngoc Lac, Hoang Hoa, Nga Son, Hau Loc, Nghi Son).

Along with that, the Provincial People's Council Committees have established a Supervisory Team and organized direct supervision in 8 localities and units with 3 supervision topics (including: The Legal Committee conducts supervision on the implementation of legal provisions in State management of sectors and professions with investment and business conditions on security and order in the province from 2021-2023; the Culture - Social Committee conducts supervision on the implementation of regimes and policies for people with meritorious services in the province, period 2021-2023; the Ethnic Committee supervises the implementation of the National Target Program on socio -economic development in ethnic minority and mountainous areas for the period 2021-2023).

In addition, according to the assignment of the Standing Committee of the Provincial People's Council, the Committee for Culture and Society has directly surveyed 8 units and localities (Department of Health, Thanh Hoa City, Nghi Son Town; districts: Nong Cong, Nhu Thanh, Yen Dinh, Trieu Son, Hoang Hoa) on the implementation of legal regulations on the management of private medical and pharmaceutical practices in the province, period 2021-2023. At the same time, directly surveyed 4 localities on the management and organization of the Spring Festival of Giap Thin 2024 at some relics.

A typical example is the monitoring activities of the Provincial People's Council's Ethnic Committee on the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2023 (referred to as Program 1719). Accordingly, the Provincial People's Council's Ethnic Committee has established a delegation and conducted direct monitoring in the districts of Quan Son, Nhu Thanh, Ba Thuoc, Thuong Xuan, Thach Thanh and surveyed a number of projects in the districts. At the same time, it worked directly with the Provincial Ethnic Committee, the Department of Agriculture and Rural Development, the Department of Labor - Invalids and Social Affairs, the Department of Health, the Department of Education and Training, the Department of Planning and Investment, the Department of Finance... In addition, it also monitored through research and reviewed reports from localities such as Muong Lat, Quan Hoa, Lang Chanh, Ngoc Lac, Cam Thuy, and Nhu Xuan.

Monitoring results show that after 3 years of implementing Program 1719, positive results have been achieved. The program has contributed to gradually narrowing the gap in living standards and income of ethnic minority and mountainous areas compared to the average of the whole province and the whole country. The rate of poor households in ethnic minority and mountainous areas in 2023 decreased to 11.05%; the average income of ethnic minority and mountainous areas is estimated to be 40.7 million VND by the end of 2023... Besides the achieved results, the implementation process of Program 1719 is also showing limitations such as very slow project investment preparation work; the disbursement progress of investment capital and career capital of some projects is slow compared to requirements, some projects and sub-projects have very low disbursement progress. The counterpart capital from the provincial budget to implement the program according to regulations has not been paid attention to and arranged. The guidance, supervision and inspection work of departments, branches and sectors towards localities is sometimes not timely and does not focus on removing difficulties and obstacles in some projects when implementing at the local level...

On that basis, the Ethnic Council of the People's Council has grasped the recommendations and proposals of sectors, localities and units to competent authorities such as the Government, the Prime Minister, and the Ethnic Committee on amending and supplementing the regulations related to the implementation of Program 1719. At the same time, it is recommended that the Provincial People's Committee balance and allocate sufficient counterpart funds to implement the program; request the departments, sectors, localities and units assigned to preside over the project and sub-project components to strengthen guidance, inspection, urging, and removing difficulties and obstacles to speed up the implementation progress; link the review of leadership and direction of program implementation with the annual review and assessment of collectives and individual leaders and managers...

It can be affirmed that, in recent times, the supervision activities of the People's Council, the Standing Committee of the People's Council and the committees of the Provincial People's Council have always been of interest and have become more and more substantial. The selected content is focused, key, and covers many areas of social life. The supervision method is also regularly innovated to ensure that the supervision activities do not affect the normal operations of agencies, units, and localities. Through the process of monitoring, urging, and supervising, all levels and sectors have had quite close coordination in organizing the implementation of recommendations; many shortcomings and limitations have been overcome, some long-standing limitations have been completely resolved, meeting the aspirations of voters... The good implementation of the supervision function has contributed to innovating and improving the quality, effectiveness, and efficiency of the activities of the People's Council of Thanh Hoa province.
