Conference of Industry and Trade of Southern provinces and cities: Towards green growth and circular economy

On the afternoon of October 20, at the Thong Nhat Hall of the People's Committee of Tay Ninh province, the Ministry of Industry and Trade coordinated with the Provincial People's Committee to organize the 11th Conference of Industry and Trade of the Southern provinces and cities in 2025. Deputy Minister of Industry and Trade Phan Thi Thang chaired the conference.

Attending the conference were members of the Provincial Party Standing Committee: Permanent Vice Chairman of Tay Ninh Provincial People's Council Nguyen Dai Thy, Vice Chairman of the Provincial People's Committee Nguyen Hong Thanh; representatives of the Department of Industry and Trade of 8 southern provinces and cities along with relevant agencies and units.

In her opening speech, Deputy Minister of Industry and Trade Phan Thi Thang emphasized that 2025 is of special strategic importance - it is the final year of the 5-year socio-economic development plan 2021-2025, and at the same time, Party Congresses at all levels will take place, leading up to the 14th National Congress of the Party. Not only that, this is also the first year to implement the 2-level local government model, to arrange and streamline administrative units and promote decentralization and delegation of power.

The Deputy Minister of Industry and Trade requested local leaders, delegates and businesses to promote a sense of responsibility, share experiences, frankly point out difficulties and problems, and contribute specific and practical ideas and solutions to improve the effectiveness of state management and synchronously develop all fields of the Industry and Trade sector in the Southern region.

The Ministry of Industry and Trade will continue to accompany and support localities and businesses, listen to, absorb and promptly resolve recommendations, in order to create the most favorable environment for production and business development, contributing to the completion of socio -economic development goals of the region and the whole country.

In his welcoming speech at the conference, Member of the Provincial Party Standing Committee, Vice Chairman of the Tay Ninh Provincial People's Committee Nguyen Hong Thanh affirmed that the event took place in the context of the whole industry promoting green transformation, digital transformation and circular economic development. Therefore, the conference is not only an opportunity to summarize the results of the past year, but also a forum for localities to share experiences, connect resources, shape new value chains, towards sustainable development and regional harmony.

Tay Ninh has been affirming its position as an industrial, commercial, energy and logistics center of the Southern key economic region - the gateway connecting the Southeast and the Mekong Delta.

The province currently has 47 industrial parks and 22 industrial clusters operating effectively, attracting thousands of domestic and foreign investment projects. The industrial production index increased by 13.4%, export turnover increased by more than 10%, contributing positively to the overall growth of the region.

Tay Ninh is also the leading locality in the country in developing renewable energy, with many large-scale solar and wind power projects operating stably, making important contributions to national energy security.

Within the framework of the event, the conference focused on evaluating the results of industrial and commercial development of the region in the first 9 months of 2025, identifying key tasks for the last months of 2025 and 2026, and discussing solutions to remove difficulties and strengthen regional coordination to promote industry development in the coming period.

According to the Ministry of Industry and Trade, the Southern region continues to be the growth engine of the whole country, with the industrial production index (IIP) in many localities increasing sharply, such as: An Giang 14.32%; Dong Nai 14.03%; Tay Ninh 13.4%; Dong Thap 12.95%.

Total retail sales and service revenue reached over VND2,240 trillion, up 12.47% over the same period; exports were estimated at USD124.9 billion, accounting for nearly 36% of the country, with a trade surplus of USD18.12 billion.

Tay Ninh province's industrial production index (IIP) reached 13.4%.

In the context of many fluctuations in the world and domestic economy, the Industry and Trade sector of the southern provinces and cities determined to focus on comprehensively completing the targets and tasks of 2025, creating a solid foundation for the 2026-2030 period.

Localities promote industrial production, especially in the processing, manufacturing, energy, construction materials, textiles and electronics sectors, striving for IIP growth in the fourth quarter to reach 3-4%, contributing to completing the annual target of increasing over 10%. At the same time, continue to invest in industrial cluster infrastructure, promote supporting industries, green industries, circular economy and digital transformation in production.

Regarding trade, provinces and cities focus on promoting domestic and foreign markets, effectively utilizing free trade agreements (FTAs), developing e-commerce, green logistics, cashless payments and promoting the program "Vietnamese people prioritize using Vietnamese goods". At the same time, stabilize the market, ensure supply and demand of goods for the 2026 Lunar New Year, strive for an 8-10% increase in export turnover and a 7% increase in import turnover.

The Industry and Trade sector also strictly implemented the Power Plan VIII, accelerated renewable energy projects, and ensured stable and safe power supply. Market inspection and control work was strengthened, especially in preventing smuggling, counterfeit goods, and trade fraud. At the same time, localities focused on supporting businesses to restore production, innovate technology, expand markets, reduce administrative procedures, and promote online public services.

Southern provinces and cities continue to strengthen regional connectivity, share management experiences, coordinate the organization of conferences and fairs, connect supply and demand and promote investment, form supply chains, and develop common markets. At the same time, develop high-quality human resources, promote international cooperation in training, apply science and technology, towards green production, energy saving and sustainable development.
