On the afternoon of September 23, the Central Committee of the Vietnam Fatherland Front held an online conference on supporting people affected by storm No. 3.
At the Vietnam Fatherland Front Central Committee Headquarters, attending and chairing the conference were comrades: Do Van Chien, Politburo member, Party Central Committee Secretary, Chairman of the Vietnam Fatherland Front Central Committee; Nguyen Thi Thu Ha, Party Central Committee member, Vice President-General Secretary of the Vietnam Fatherland Front Central Committee, Head of the Central Relief Mobilization Committee; Hoang Cong Thuy, Vice President of the Vietnam Fatherland Front Central Committee, Permanent Deputy Head of the Central Relief Mobilization Committee.
The conference connected 26 points which are localities affected by storm No. 3.
At Ninh Binh bridge, comrade Nguyen Hoang Ha, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee chaired the conference. Also attending were leaders of the Provincial People's Committee, leaders and specialized departments of the Provincial Vietnam Fatherland Front Committee.
As of 5:00 p.m. on September 22, 2024, the Central Relief Mobilization Committee has received VND 1,656 billion from units, businesses, and philanthropists to support people affected by storm No. 3. The Central Relief Mobilization Committee has distributed VND 1,035 billion in two installments to localities.
In Ninh Binh province, as of 4:00 p.m. on September 20, 2024, the Provincial Vietnam Fatherland Front Committee has received support from 330 agencies, units, enterprises, businessmen, and philanthropists with a total amount of more than 23.2 billion VND (of which the support mobilized in the province was more than 16.2 billion VND, the rest was allocated by the Central Government and supported by some other provinces); received in kind such as food, foodstuffs and other necessities worth 104 million VND.
To ensure that the management and use of mobilized resources and contributions to support people affected by storm No. 3 are public, transparent and in accordance with regulations, the Standing Committee of the Vietnam Fatherland Front Committee of the province has regularly publicized the support results on mass media; issued documents guiding the disbursement of support resources and assistance to overcome the consequences caused by storm No. 3.
Up to now, the Standing Committee of the Provincial Vietnam Fatherland Front Committee has advised to allocate 8 billion VND to support units; coordinate with the Provincial Military Command to promptly transfer all received artifacts to people affected by storm No. 3 in Nho Quan and Gia Vien districts.
At the conference, representatives of the Vietnam Fatherland Front Committees of provinces and cities reported on the damage caused by storm No. 3; the results of mobilizing, receiving and allocating support funds to support people affected by damage in the area.
Concluding the conference, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien requested the Central Relief Mobilization Committee to continue allocating funds to localities to promptly support people affected by storm No. 3; ensure publicity and transparency of support from the Central to the grassroots on mass media, when providing support to people, it is necessary to make a support list and publicize it at the headquarters of the People's Committee at the commune level.
He also agreed on the principles of support, emphasizing the principle of "Collect as much as you can, allocate as much as you can". At the same time, he requested localities to closely follow Decree No. 93 dated October 27, 2021 and Decree No. 20 dated March 15, 2021 of the Government and current legal regulations to support the right subjects and for the right purposes; maintain a regular reporting regime (every 10 days) to the Central Committee of the Vietnam Fatherland Front.
During the implementation process, if there are any difficulties or problems, localities and units should report in writing and send to the Central Relief Mobilization Committee to receive detailed instructions.
