However, the storm's developments are still complicated, so it is necessary to regularly monitor and update the latest forecasts.
Implementing the Prime Minister 's Official Dispatch No. 170/CD-TTg dated September 22, 2025, the Chairman of the City People's Committee requested the entire government system, from the city level to the grassroots level, to absolutely not be negligent or subjective. Units must deploy prevention work, be ready to respond with the spirit of "early, from afar", at the highest level, proactively anticipate the worst scenarios to ensure the safety of people's lives and property and the State, minimize damage, and avoid being surprised.

The City People's Committee requests to strengthen the on-duty, monitor, synthesize and regularly report on the weather, natural disasters and incidents; prevention, response and overcoming of consequences must be timely and complete, and sent to the Office of the City Civil Defense Command. Heads of departments, branches and localities are responsible to the Chairman of the City People's Committee if there are any shortcomings.
Chairmen of People's Committees of wards and communes must direct close monitoring of weather developments, proactively inform and provide timely guidance to people; deploy shock forces to inspect key vulnerable areas, residential areas along rivers, streams, low-lying areas, and areas at risk of flooding and landslides; review each household in dangerous areas to proactively evacuate when necessary; have plans to drain water, prevent flooding, protect production, industrial parks, and urban areas. In particular, it is necessary to pay attention to the communes of Tran Phu, Xuan Mai, Ba Vi, Suoi Hai, Yen Xuan, and Quoc Oai - places that are often heavily affected by natural disasters.
The City People's Committee requested to urgently reinforce houses, infrastructure works, dykes, and irrigation works; support people in harvesting agricultural products that are about to be harvested with the motto "green house is better than old field" to reduce damage; at the same time, prepare plans to ensure environmental sanitation and prevent epidemics when floods occur.
The Director of the Department of Agriculture and Rural Development and the Director of the Department of Natural Resources and Environment are responsible for monitoring, forecasting, and warning in a timely manner, and at the same time directing the irrigation companies of Song Nhue, Song Day, Hanoi, and Song Tich to be ready to coordinate in operating drainage works, proactively prevent flooding in the suburbs, and ensure the safety of the dike system.
The Hanoi Capital Command was assigned to direct the armed forces to be ready to coordinate with the locality to respond and rescue. The Department of Construction directed the Green Park Company, Drainage Company, Lighting Company and related units to deploy plans to ensure the safety of urban infrastructure, promptly handle incidents and keep traffic flowing.
City Police must strengthen security and order in all situations, ready to support people in case of natural disasters.
The Hanoi People's Committee emphasized that all levels, sectors and localities need to promote the highest sense of responsibility, mobilize the entire political system, and absolutely not be passive or surprised in responding to and overcoming the consequences of super typhoon Ragasa.
