According to a quick report from the Office of the Provincial Civil Defense Command, as of 7:00 a.m. on September 30, due to the impact of storm No. 10, many infrastructure works and houses were damaged, roofs were blown off, collapsed, causing heavy damage.
Implementing the Prime Minister 's Official Dispatch No. 178/CD-UBND dated September 29, 2025 on urgently supporting people to overcome the consequences of storm No. 10 and floods; to quickly stabilize the situation, the Chairman of the Provincial People's Committee requested the Heads of departments, branches, sectors, units and Chairmen of People's Committees of communes and wards to focus on implementing key tasks.
First of all, the Chairmen of the People's Committees of communes and wards lead, direct, mobilize forces, means, and resources to resolutely respond to floods after the storm, quickly overcome the consequences of storm No. 10 and natural disasters to quickly stabilize the people's situation. Support people to repair houses with roofs blown off or damaged by natural disasters; arrange temporary accommodation, support food, drinking water, and necessities for households that have lost their homes; at the same time, support to ensure essential needs for people in evacuation areas, especially for poor and disadvantaged households, policy families, and vulnerable groups; do not let people go hungry, cold, or without shelter. Check accommodation, support people at evacuation points to return home if absolutely safe conditions are met.
Support and provide free medical treatment to people injured by storms, floods, and natural disasters; organize timely visits and encouragement to relatives and support funeral arrangements for those who died according to local customs. Coordinate with functional forces to promptly overcome infrastructure problems affected by natural disasters; focus on immediately repairing educational and medical facilities damaged by storms, floods, and natural disasters (to be completed before October 5, 2025).
Review and fully and accurately count the damage caused by storms and floods, promptly use the budget reserve and local resources to proactively implement policies to support the people in accordance with regulations, to avoid loss, waste, corruption and negativity. In case the locality does not have enough resources to pay for support, the People's Committee at the commune level shall report in writing to the Provincial People's Committee and send it to the Department of Finance for synthesis and handling according to regulations.
The Director of the Department of Agriculture and Environment is assigned to direct and guide localities to synchronously deploy measures to overcome the consequences of natural disasters and restore agricultural production. Coordinate with localities to overcome and handle to ensure the safety of dike incidents caused by storms and floods; direct the safe operation of irrigation dams and dike works, and at the same time proactively have response plans to ensure the safety of residents in case of floods exceeding the design level, not to be passive or surprised.
Review, synthesize, and promptly coordinate with relevant departments and branches to resolve according to their authority or report to competent authorities to resolve according to regulations the recommendations of localities on support for materials, chemicals, plant varieties, and livestock to restore production after storms and floods. Preside and coordinate with relevant localities and units to review, compile statistics, and assess damage caused by storms and natural disasters; advise and draft a report of the Provincial People's Committee on the damage caused by storms, floods, natural disasters, and the work of overcoming the consequences (to be completed before October 4, 2025).
At the same time, the Director of the Provincial Police and the Commander of the Provincial Military Command directed to ensure absolute safety for the forces participating in the recovery work and support the People to quickly overcome the consequences. Regarding technical infrastructure, the Directors of the Departments of Construction, Industry and Trade, Science and Technology directed units to focus on repairing and restoring the infrastructure system, power grid, and telecommunication signals in the affected areas as quickly as possible. The Director of the Department of Finance presided over and coordinated with relevant agencies to promptly synthesize and process proposals for support to overcome the consequences of localities, with the requirement to complete the work of supporting the People before October 5, 2025.
The Provincial People's Committee requests Heads of provincial departments, branches, sectors, units and Chairmen of People's Committees of communes and wards to focus on directing and seriously implementing this Official Dispatch, in order to soon bring people's lives and production back to normal.
