More than 76 trillion VND spent on medical examination and treatment under health insurance in the first 6 months of the year

In the first 6 months of 2025, the whole country had nearly 95 million health insurance examinations and treatments, with expenditures of more than 76 trillion VND, accounting for more than 52% of the year's estimated expenditures for health insurance examinations and treatments. This figure reflects the efforts and challenges of health insurance examinations and treatments.

On July 18, an online conference was held to evaluate the results of policy implementation in the first 6 months of 2025 and tasks and solutions to control costs in the last 6 months of the year; and to implement Decree 188/2025/ND-CP of the Government .

Speaking at the conference, Deputy Director of Vietnam Nguyen Duc Hoa emphasized that over the past time, the entire social insurance system has made efforts to organize and implement policies in the first 6 months of the year and achieved many remarkable results. However, in the last 6 months of 2025, the cost of medical examination and treatment under health insurance tends to increase rapidly. In addition, many provisions of Decree No. 188/2025/ND-CP, which will take effect from July 1, 2025, need to be implemented promptly and synchronously.

At the conference, representatives of the Health Insurance Policy Implementation Board reported on the results of health insurance policy implementation in the first 6 months of the year and key tasks for the last 6 months of 2025, and at the same time disseminated and guided localities in implementing a number of regulations in Decree No. 188/2025/ND-CP on the scope and benefits of health insurance participants, and issues related to health insurance examination and treatment contracts.

By the end of June 2025, the whole country had 12,617 medical facilities organizing health insurance examination and treatment with 2,703 focal facilities signing contracts. There were a total of 94,730,851 health insurance examination and treatment visits, an increase of more than 6.5 million visits compared to the same period last year; with health insurance expenditure of more than 76 trillion VND, accounting for 52.43% of the estimated expenditure for medical examination and treatment in the year. Of which, March and April were the two times with the highest expenditure, at 13,938 billion and 13,877.5 billion, respectively.

In the context of implementing the health insurance policy according to functions and the new organizational model, Vietnam Social Security has implemented many synchronous solutions to ensure the legitimate rights of people in health insurance examination and treatment activities. This agency has promptly grasped and guided local social insurance agencies to remove obstacles and difficulties in the process of performing tasks.

The Social Insurance of the provinces has made many efforts in organizing the signing of health insurance medical examination and treatment contracts; inspecting and supervising the implementation of health insurance medical examination and treatment contracts; organizing the implementation of health insurance appraisal according to the provisions of the law on health insurance; paying for health insurance medical examination and treatment costs, protecting the rights of health insurance participants; controlling health insurance medical examination and treatment costs, preventing abuse and profiteering of health insurance regimes according to the functions and tasks assigned by the Government.

Vietnam Social Security has actively coordinated with the departments/bureaus of the Ministry of Finance to participate in the development of legal documents on health insurance. The most notable of which is Decree No. 188/2025/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance, issued on July 1, 2025.

Concluding the conference, Deputy Director of Vietnam Social Security Nguyen Duc Hoa emphasized: "The top priority in implementing health insurance policies and improving the effectiveness of appraisal work of Vietnam Social Security is to ensure the correct, sufficient and best benefits for health insurance participants in accordance with regulations."

Representatives of the Vietnam Social Security leadership also requested local social security agencies to continue to carefully study the regulations, proactively coordinate with the Department of Health and health insurance examination and treatment facilities in the area to organize effective implementation. At the same time, the Health Insurance Policy Implementation Board should promptly prepare a budget for health insurance examination and treatment costs for the last 6 months of 2025; preside over and coordinate with relevant units to promptly guide and respond to difficulties and problems of social security agencies of provinces and cities in implementing the Party and Government's directions; regularly synthesize and report to the leaders of the Vietnam Social Security to send documents to the Ministry of Health and competent authorities for consideration and guidance on resolving problems.

Along with that, it is necessary to continue to actively participate in the work of building and perfecting health insurance policies and laws, ensuring compliance with reality, promptly removing difficulties and obstacles in implementation, creating the most favorable conditions for health insurance participants.
