Ho Chi Minh City: Over 820 workers have their health insurance cards locked

According to information from Ho Chi Minh City Social Insurance, this unit has just decided to lock the health insurance cards of 822 employees at 51 units and enterprises in the area due to late payment of social insurance, health insurance, and unemployment insurance.

Topping the list is the Ho Chi Minh City Market Management Department with 519 employees having their cards locked, second is the Southern Institute of Architecture with 39 employees having their cards locked, followed by the Veterinary Department of Region VI with 35 employees having their cards locked, Defide Company Limited with 35 employees having their cards locked, the Union of Friendship Organizations with 24 employees having their cards locked...

Previously, Ho Chi Minh City Social Insurance also publicly disclosed the identities of 18,984 units and enterprises that were late in paying Social Insurance, Health Insurance, and Unemployment Insurance for 3 months or more; including enterprises that were late in paying over 62 billion VND (data calculated up to the end of August 2025).

According to Ho Chi Minh City Social Insurance, the public announcement of the list of enterprises that are late in paying or evading payment of Social Insurance, Health Insurance, Unemployment Insurance, and the sanction of locking Health Insurance cards is a form of warning and deterrence that contributes to raising the awareness of law compliance of employers; at the same time, it helps employees promptly grasp information to work with the authorities to protect their rights.

The leaders of Ho Chi Minh City Social Insurance recommend that employees install and use the VssID application (Digital Social Insurance). Through this application, employees can track and supervise the process of paying Social Insurance of agencies and businesses for employees.

According to current regulations, acts of delaying or evading payment of social insurance for employees may be subject to administrative sanctions or criminal prosecution if there are sufficient elements to constitute a crime. Along with that, the Trade Union organization also has the right to represent employees to sue businesses that violate the obligation to pay social insurance and health insurance in court to protect the legitimate rights of employees.
