Instructions for completing documents and procedures for granting and adjusting licenses for medical examination and treatment activities

NDO - On October 24, the Department of Medical Examination and Treatment Management ( Ministry of Health ) organized an online training course to guide on documents and procedures for adjusting medical examination and treatment licenses for medical examination and treatment facilities under the Ministry of Health, health departments of ministries, branches, university hospitals and Departments of Health of provinces and centrally run cities.

Speaking at the training session, Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management, said that preparing documents and procedures to request adjustments to medical examination and treatment licenses in accordance with the provisions of the Law on Medical Examination and Treatment No. 15/2023/QH15 dated January 9, 2023 and Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment is an important task, deciding whether to adjust the operating license and shortening the time to handle this administrative procedure.

Recently, a number of public medical examination and treatment facilities have filed applications to adjust their operating licenses when changing their scale of operations, scope of professional activities, or adding technical categories.

However, the dossier is still incomplete: such as lack of evidence of professional activity data as a basis for the proposal to adjust the increase in hospital bed size, establish new or separate specialized departments; human resources do not meet the proposed adjustment; do not demonstrate meeting the requirements on floor space per hospital bed... affecting the appraisal and licensing process.

The training session helps management agencies and medical examination and treatment facilities better understand and carry out the preparation of records, procedures, and processes for granting and adjusting operating licenses in accordance with legal regulations. At the same time, it is a forum for the Department of Medical Examination and Treatment Management to answer, receive, promptly resolve problems and difficulties, and amend and supplement regulations accordingly.

At the training session, Dr. Ha Anh Duc emphasized that the Ministry of Health is seeking opinions from localities on the draft Circular on decentralization of administrative procedures for granting operating licenses, and requested that the Departments of Health of provinces and cities give their opinions on the draft circular to be completed.

Tomorrow, October 25, the Department of Medical Examination and Treatment Management will continue to meet with units on technical expertise ranking and decentralization of administrative procedure settlement in the field of medical examination and treatment under the management of the Ministry of Health.
