However, there is a current difficulty that people are still passive in using agricultural land areas that have been planned for urban development.

Along with many agricultural land areas being stuck in planning, agricultural production infrastructure is also a matter of concern. Chairman of the Farmers' Association of Hiep Thuan Commune, Nguyen Van Tuan, said that the system of pumping stations and irrigation canals leading to Tay Ninh Canal is deteriorating. People want the City and District to build regulating dykes to effectively use water resources for agricultural production.

Meanwhile, Chairman of the People's Committee of Tich Giang Commune Nguyen Duc Chung shared that currently in the commune there are more than 17km of dirt roads, making it difficult for travel and agricultural production. The flower consumption market is also quite quiet. Therefore, the government and people hope that the city and district will continue to pay attention to investing in upgrading infrastructure to serve production; at the same time, promote trade promotion of flowers and ornamental plants...

Sharing the same view, Vice Chairman of Tam Thuan Commune People's Committee Tran Duc Tai assessed that the policy of restructuring the agricultural sector of Phuc Tho district has promoted the shift of rural economy in the commune, contributing to the formation of specialized flower growing areas bringing high economic value to local people.

However, to improve the efficiency of flower growing, Mr. Tai recommended that the district's specialized departments continue to pay attention and guide people to complete investment procedures for flower processing areas; at the same time, pay attention to allocating funds to synchronously upgrade internal irrigation traffic, especially in specialized areas.

Timely support for farmers

After nearly 3 years of implementation, the agricultural restructuring project has brought about positive results, contributing to the effective implementation of the goals of Program No. 04-CTr/TU of the Hanoi Party Committee on agriculture, farmers and rural areas.

But the greatest value is that the project has helped raise people's awareness of the importance and benefits of changing production organization methods. New agricultural models in the direction of specialized and concentrated farming are appearing more and more with the active participation of economic sectors.

Regarding some difficulties and problems in the process of implementing the agricultural restructuring project, Vice Chairman of the People's Committee of Phuc Tho District Le Van Thu said that in the coming time, the People's Committee of the district will continue to allocate resources to gradually resolve them. The district also assigned departments to send specialized staff to the grassroots level to record difficulties and guide people.

Mr. Le Van Thu also emphasized that the investment orientation of "following nature", each season has its own food, will bring high economic efficiency. Therefore, in 2025, training and transfer of science and technology into production will be strengthened; at the same time, promoting linkage models in natural and sustainable agricultural cultivation.

According to Secretary of Phuc Tho District Party Committee Nguyen Doan Hoan, the project "Restructuring the agricultural sector of Phuc Tho district in the period of 2022 - 2025" demonstrates the great determination and aspiration of the district, with the desire to create positive changes in agricultural development and improve the lives of farmers.

The requirement, according to Mr. Hoan, is the long-term effectiveness of the project. “If it is about growing flowers, there must be flowers all four seasons. Only then can tourism be developed. And to develop tourism, we need to focus on clean production” - Secretary of the District Party Committee Nguyen Doan Hoan gave an example to illustrate the orientation.

In the coming time, Secretary of the District Party Committee Nguyen Doan Hoan requested the District People's Committee, Party committees, and authorities of communes and towns to continue listening to farmers and production and business entities to resolve difficulties and obstacles that are barriers to development. For any issues that are beyond the district's authority, it is necessary to proactively seek opinions and propose to the city's departments and branches for timely support.
