The issuance of Resolution No. 57-NQ/TW has gradually created a new breakthrough in the awareness and action of the political system as well as in the whole society. It has clearly shaped the viewpoint of transforming the country's development model, focusing on establishing a new growth model based on science, technology, innovation and national digital transformation. The third quarter of 2025 is a period of strong transformation from perfecting institutions, building plans to implementing and creating specific results with many practical applications, improving the effectiveness of national governance, effectively operating 2-level local governments, promoting socio-economic development and ensuring social security, taking care of people's lives. The proportion of contribution of science, technology, innovation and digital transformation in GDP reached about 16%, initially showing a very positive change.
The work of building and perfecting institutions has had many important breakthroughs. After 9 months of implementation, 17 laws, 56 decrees, 60 circulars, and 704 local documents have been issued. The laws and resolutions issued in a timely manner have removed inherent barriers, created a clear legal corridor for the development of science and technology, innovation, and digital transformation, and freed up financial and budgetary resources, providing strong support for the science and technology and innovation ecosystem. Resolutions with specific mechanisms and policies have been issued, creating breakthrough momentum in resources, data, and private economic development. The provision of online public services and services and utilities has gradually become stable and smooth, promoting very positive effects on the economy, society, and people's trust.
The total number of applications received in the third quarter of 2025 was 12.7 million, of which 73.5% were online. The implementation of providing public services to serve the two-level government has been practically effective, bringing benefits to people, businesses and state agencies. Specifically, the local level saved 4,800 billion VND; the central level saved 840 billion VND. In addition, many ministries, branches and localities have actively applied IT and digital transformation to serve people and businesses, helping to improve work efficiency, reduce time and costs, and promote civilization in society. Science, technology, innovation (S&T, ST) and digital transformation activities in recent times have continued to have positive changes, initially linked with strategic technologies. At the conference, Party and State leaders, Politburo members, leaders of ministries, branches and localities spent a lot of time analyzing the results, shortcomings and limitations; especially, discussing solutions and making recommendations to implement the tasks in Resolution No. 57 more effectively and quickly.
Concluding the conference, General Secretary To Lam emphasized that the implementation of Resolution No. 57 is very important, the main driving force for successfully implementing strategic breakthroughs and transforming the country's development model; science and technology are vital factors for the nation.
The General Secretary requested to firmly implement the new operating principle of discipline first, resources go together, and results are the measure. This is the direction, consistent ideology, and compass for all actions. Resources must be fully ensured, distributed correctly, accurately, quickly, and effectively, avoiding dispersion and waste. Results must be measured and quantifiable. Science, technology, innovation, and digital transformation must be the main driving force to create productivity, with new, high-quality production methods, focusing on the data economy and digital economy.
Building an ecosystem with enterprises at the center, from the State doing to the State creating to liberate and mobilize maximum private resources for science, technology development, innovation and national digital transformation. Taking the satisfaction and trust of people and enterprises as a measure; must resolutely and comprehensively digitize the public procedure settlement process.
Emphasizing specific tasks, General Secretary To Lam requested all agencies and units, especially the heads, to be responsible to the Party, the State and the People; ensure the completion of tasks on time, meet practical requirements, and bring about efficiency. Implement the digital transformation project in agencies to ensure efficiency, in accordance with the set roadmap; completely resolve the backlog of documents before March 31, 2026.
