Extending the use of non-professional workers in communes until May 31, 2026

Minister of Home Affairs Pham Thi Thanh Tra, Deputy Head of the Government's Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model, has just signed Official Dispatch No. 12/CV-BCĐ to the Provincial Party Committee, City Party Committee, and People's Committee of the province and centrally-run city on guiding a number of contents for non-professional workers at the commune level when implementing the two-level local government model.

The document stated that, based on Conclusion No. 163-KL/TW of the Politburo and Secretariat, which required "studying a roadmap to extend the use of non-professionals in accordance with the time of rearranging villages and residential groups", the Steering Committee directed that localities, based on the practical situation and the requirements for performing tasks of the political system at the new commune level, temporarily arrange to extend the use of non-professionals at the commune level until before May 31, 2026.

If necessary, the People's Committee of the commune can arrange and assign to the position of non-professional worker in the village or residential group.

In case the local Party Committee and government at the new commune level do not need to continue using part-time workers at the commune level, they will implement policies and regimes according to the provisions of Decree No. 154/2025/ND-CP of the Government regulating staff streamlining.

In addition, according to the Steering Committee, non-professional workers at the commune level who wish to retire immediately from the implementation of the 2-level local government model will enjoy the regime and policies according to the provisions of Decree No. 154/2025/ND-CP.

If the local Party Committee and government at the commune level have a need to use and the non-professional workers at the old commune level wish to continue working, the local Party Committee and government shall consider and temporarily arrange them to positions to support the work of the political system of the new commune-level administrative unit (Party agencies, the Fatherland Front and socio-political organizations, local governments) or participate in the positions of non-professional workers in villages and residential groups until before May 31, 2026.

The Government directs that the allowances, regimes and policies issued by the Provincial People's Councils continue to be enjoyed. During this time, if part-time workers at the commune level quit their jobs, they will enjoy the regimes and policies prescribed in Decree No. 154/2025/ND-CP.

During the implementation process, if there are any difficulties or problems, the Steering Committee requests the People's Committees of provinces and centrally-run cities to promptly report to the Ministry of Home Affairs (Standing Committee of the Steering Committee) for synthesis and reporting to competent authorities for consideration and decision.

According to the Ministry of Home Affairs, the country currently has about 120,500 part-time workers at the commune level./.
