Opening of the 1st Congress of Dong Thap Provincial Party Committee, term 2025-2030

On the morning of October 1, at the Provincial Conference Center, the Dong Thap Provincial Party Committee held the official opening session of the 1st Congress of Delegates for the 2025-2030 term. This is a particularly important political event for the Party Committee, government and people of Dong Thap province.

Attending and directing the Congress were comrade Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission.

Also attending were comrade Le Minh Hoan, member of the Party Central Committee, Vice Chairman of the National Assembly; comrade Nguyen Thanh Tam, member of the Party Central Committee, Deputy Head of the Central Organization Committee; comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Education Committee; comrade Bui Van Nghiem, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Committee... and 450 delegates representing 120,676 party members in the entire Dong Thap Provincial Party Committee.

Speaking at the opening of the Congress, comrade Le Quoc Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Thap province emphasized: The preparation work for the Congress was carried out in accordance with the principles and regulations of the Party Charter and instructions from superiors. The Congress documents were carefully prepared, absorbing the direction of the Politburo, the Secretariat, the enthusiastic and responsible contributions from the congresses of the affiliated Party Committees; the comments of the Central Committees, ministries, branches, former provincial leaders, scientists, intellectuals, artists, cadres, soldiers, party members, religious people, the business community and the general public, which contributed significantly to the process of completing the contents of the Congress documents.

During the two working days, the Congress will summarize and objectively evaluate the results of the implementation of the Congress Resolution and review the leadership and management of the Provincial Party Executive Committee for the 2020-2025 term; discuss and vote to approve the goals and tasks for the 2025-2030 term.

Looking back at the past term, comrade Le Quoc Phong said: The locality had to suffer strong impacts from the Covid-19 pandemic and negative impacts of natural disasters, but the Party Committees of Dong Thap and Tien Giang provinces had previously focused on leadership and exceeded many targets set out in the Resolution; the scale and rate of economic growth were quite good, the economic structure shifted in the right direction; and investment in physical facilities and socio-economic infrastructure was focused.

The new rural construction program has achieved practical results; education, science and technology, culture, sports, and people's health care have had many positive changes; social security has been ensured; people's material and spiritual life has been constantly improved; national defense and security have been maintained; social order and safety have been ensured; foreign affairs and international integration have been expanded. Party building work has received special attention; Party building and rectification have been closely, comprehensively, and effectively implemented.

These achievements are the result of the efforts, striving, especially the solidarity, determination and responsibility of the Party Committee, the government and the people in Dong Thap province. That is the important premise and foundation for Dong Thap province to enter the first term of the Party Committee after the merger with many requirements, demands and great expectations for the development of the locality.

According to Dong Thap Provincial Party Secretary Le Quoc Phong, the 1st Dong Thap Provincial Party Congress is not only an important political forum, but each discussion and decision of the Congress is a strong commitment, with the highest determination and spirit of drastic and creative action.

The success of the Congress is of decisive significance for the development of the province from now until 2030, with a vision to 2045. The 1st Congress of the Dong Thap Provincial Party Committee, term 2025-2030, with the theme: Building a clean and strong Party Committee and political system; promoting innovation, rapidly developing industry, building a modern, ecological agriculture; improving the quality of people's lives; firmly ensuring national defense and security.

With the motto of action: "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress is a major event, crystallizing good traditional cultural values, the spirit of unity, inheriting valuable achievements that generations of cadres, party members and people of Dong Thap province have worked hard to cultivate.

For the 2020-2025 term, the Resolution of the Dong Thap Provincial Party Congress set out 23 main targets in various fields. As a result, 17/23 targets were achieved and exceeded, especially targets on environment, culture, society, and Party building.

Accordingly, the economic growth (GRDP) of Dong Thap province in the past 5 years reached an average of 5.51%, GRDP per capita is estimated at about 85.5 million VND. State budget revenue increased by an average of 2.25%/year.

By the end of 2025, the proportion of the agriculture-forestry-fishery sector will account for about 34.8%, industry-construction will account for about 25.1%, and trade-services will account for about 34.5%.

Delegates salute the flag at the Congress.

During the past term, the locality has focused on implementing 6 breakthroughs in: developing agricultural economy, investing in forming key products and dynamic regions; developing enterprises and startups; building infrastructure; developing human resources; administrative reform and Party building.

In the 2025-2030 term, Dong Thap province set 14 targets: the economic growth rate (GRDP) of the new term will average 9.0%/year, reaching 10% or more by the end of the term; mobilizing investment capital for social development to account for 33% of GRDP; state budget revenue in the area will increase by an average of 10%/year; average income per capita by 2030 will reach 115 to 120 million VND.

In addition, Dong Thap province aims to have 100% of its general schools meet national standards by 2030, and at least 82.5% of its trained workers by 2030. By 2030, the province will have no more poor households, have at least 32 hospital beds per 10,000 people and 11 doctors per 10,000 people, and meet the standards of an advanced new rural province.

The rate of rural population using clean water according to domestic water quality standards is 99%. The rate of solid waste collected and treated to ensure standards is over 99%.

In particular, every year, Dong Thap has 95% of grassroots party organizations and party members completing their tasks well or better; the rate of new party members admitted every year reaches 3/4% of the total number of party members of the party committee.
