Opening speech of the 12th session, City People's Council. Da Nang, 10th term, alternate member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council Luong Nguyen Minh Triet said that although 2023 continues to be affected by the negative consequences of the Covid-19 pandemic and the recession and inflation of the world economic situation, with the drastic participation of the entire political system, the consensus of the people and the active participation of the business community, the city continues to achieve some positive results in the first 6 months of 2023. The economy maintains growth, service and tourism activities continue to develop strongly, along with many unique events and activities being continuously organized, especially the successful organization of the Da Nang International Fireworks Festival 2023, the program "Enjoy Da Nang 2023" attracting a large number of domestic and international tourists, creating a new spiritual foundation and driving force for the city's development.

Administrative reform, digital transformation, and smart city construction continue to achieve important results. Da Nang city is ranked first in the country in digital transformation for the third consecutive year (2020-2022); and won first prize for "Smart City Vietnam" for the third consecutive year. Social security programs are well maintained, national defense and security, and social order and safety are maintained.

To achieve these results, in the first 6 months of 2023, the City People's Council organized 1 thematic session, 5 regular monthly meetings, 26 weekly expanded meetings of the Standing Committee of the City People's Council and extraordinary meetings to promptly review and decide on issues under its authority, and at the same time organized 1 thematic supervision delegation of the People's Council, 6 thematic supervision delegations of the Standing Committee of the City People's Council, worked with 7 districts and 17 wards; together with the City People's Committee, it was proactive and flexible in directing, operating, and coordinating activities, basically completing the tasks according to the set plan, promptly implementing regular and extraordinary tasks under the direction of the City Party Committee and the Standing Committee of the City Party Committee to meet the requirements of "A year of focusing on unlocking resources, attracting investment, maintaining economic growth and ensuring social security" of the city.

However, the situation also presents many difficulties and challenges, due to both objective and subjective reasons, including many issues under the city's authority to handle and resolve, requiring us to concentrate our intelligence, innovate, be creative, have high political determination, proactively grasp and make good use of opportunities and advantages, overcome difficulties, especially the need for more drastic and synchronous solutions in the direction, management and implementation of tasks of city authorities at all levels, city departments and branches.

“With that requirement, the 12th session of the City People's Council is a regular mid-year session of 2023 with extremely important significance, focusing on discussing, analyzing, and assessing the situation, the results achieved, frankly pointing out the limitations and difficulties in implementing the socio-economic development tasks in the first 6 months of 2023, proposing solutions and tasks, striving to achieve the highest targets and tasks in 2023. At the same time, at this session, we will discuss and give opinions on 140 documents and vote to approve many important policies, which have a great and direct impact on socio-economic development and the lives of the city's people" - Chairman of the City People's Council Luong Nguyen Minh Triet emphasized.

At this session, the City People's Council will review and comment on 140 documents with many important contents, of which 29 Resolutions are expected to be passed in various fields. At the same time, focus on in-depth research to discuss and propose solutions for a number of contents such as: Preliminary review of the implementation of Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of urban government models and a number of specific policy mechanisms for the development of Da Nang city; The situation of attracting investment in infrastructure of high-tech agricultural zones and regions, policies to encourage the development of high-tech agriculture associated with the development of community tourism and eco-tourism; on the implementation of policies to support the development of innovative startup ecosystems in the city; on the implementation of the Digital Transformation Project in the city associated with the Smart City project; Investment Project to build a Logistics Service Center in Hoa Vang district...
