Urgently put phase 1 of provincial road 354 connecting national highway 10 into operation

The Hai Phong Traffic and Agricultural Construction Investment Project Management Board is actively urging contractors to speed up construction progress, putting phase 1 of the project to build the route from Provincial Road 354 connecting to National Highway 10 into operation as soon as possible.

Comrade Le Anh Quan, Standing Vice Chairman of the City People's Committee, inspected the construction progress of the investment project to build a road from Provincial Road 354 in the old Tien Lang district to National Highway 10 in the old Vinh Bao district.

On the afternoon of October 2, comrade Le Anh Quan, member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee inspected the progress of the investment project to build the road from Provincial Road 354 in the old Tien Lang district to National Highway 10 in the old Vinh Bao district, the progress of disbursement of public investment capital in 2025 assigned to the Tien Lang Area Project Management Board and the operation of the 2-level local government. Also attending were representatives of leaders of relevant departments, branches and units.

Speaking at the conclusion of the inspection, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, acknowledged and commended the efforts of the localities in the former Tien Lang district area as well as the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, and the Tien Lang Area Project Management Board in operating the two-level local government, socio -economic development and disbursement of public investment capital.

To ensure the project's progress and the requirement for disbursement of public investment capital in 2025, comrade Le Anh Quan requested that, with the project to invest in building a road from Provincial Road 354 in the old Tien Lang district to National Highway 10 in the old Vinh Bao district, Tien Lang commune urgently complete site clearance for the remaining 2 households. The project investor is the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, urging the contractor to speed up the construction progress, putting phase 1 of the project into operation as soon as possible. At the same time, actively carry out tasks related to the implementation of phase 2 of the project. The investor of Tien Thanh Industrial Park urgently constructs the road assigned to the enterprise so that the project can be put into operation synchronously and effectively.

General Director of the Hai Phong Transport and Agricultural Construction Investment Project Management Board Dao Sy Ngoc spoke at the meeting.

The Tien Lang Regional Project Management Board urges contractors, especially civil works in the construction of new model rural areas, to speed up progress in conjunction with the disbursement of allocated capital. Communes implementing the project need to be determined and closely coordinate, especially in site clearance work to hand over to investors to organize construction and put into operation on schedule.

Regarding the operation of the two-level local government, Mr. Le Anh Quan, Standing Vice Chairman of the City People's Committee, acknowledged the proposals and recommendations of the communes and assigned relevant departments and branches to synthesize and report to the City People's Committee for consideration and resolution. He requested that localities review their headquarters and equipment, ensure working conditions, and contribute to raising the rate of online settlement of records in the area to more than 80% according to the general rate of the whole city.

According to the report of the Hai Phong Traffic and Agricultural Construction Investment Project Management Board, the investor of the project to build the route from Provincial Road 354 to National Highway 10, up to now, the project site clearance work in the old Vinh Bao district area has been completed. In the old Tien Lang district area, there is still 1 household that has not agreed and has not handed over the site. The project consists of 2 construction packages, of which package No. 18, building the road connecting Provincial Road 354 to Tien Thanh Bridge, has completed 52.1% of the plan. Package No. 19, building Tien Thanh Bridge and the road connecting to National Highway 10, has completed 89.6% of the plan. The project investor requested Tien Lang commune to hand over the site of the remaining 2 households within the project scope this October; the City People's Committee will soon decide on the project adjustment policy to serve as a basis for implementation.

In 2025, the Tien Lang Regional Project Management Board was assigned to manage 992.8 billion VND to implement 56 projects. As of September 30, 595.8 billion VND had been disbursed, reaching 60% of the capital plan. The progress of public investment projects and model new rural infrastructure construction projects deployed in 2024 - 2025 all met the set progress requirements. In the last months of 2025, the unit focused on urging construction contractors to speed up progress and complete settlement documents for completed projects. Coordinate with agencies, units and localities to speed up site clearance for projects, ensuring construction progress.
