The 1st Da Nang City Party Congress (term 2025 - 2030) recently held determined to effectively implement specific mechanisms and policies, promote private economic development, and maximize investment resources to turn the city into a growth pole of Vietnam.
Besides, Da Nang will be a pioneer in developing science, technology, innovative startups, digital transformation; a center of culture - sports, education - training, high-quality healthcare, and an attractive destination in the world.
In recent times, Da Nang has been implementing a number of important infrastructure projects such as Lien Chieu port, free trade zone, starting construction of Viettel CNC building, International Data Center at High-Tech Park... When these projects come into operation, they will effectively contribute to promoting Da Nang's digital economy.
According to Plan No. 21-KH/TU dated September 10, 2025 of the Da Nang City Party Committee, specifying Resolution No. 57-NQ/TW of the Politburo on developing science, technology, innovation and national digital transformation in Da Nang city, the goal by 2030 is that the scale of the digital economy will reach at least 35 - 40% of the city's GRDP.
Some other notable major goals of Plan No. 21-KH/TU by 2030 include: having at least 1 digital technology enterprise on par with advanced countries operating in the city; having at least 2 new submarine fiber optic cables put into operation; deploying at least 2 more concentrated information technology parks; having 1 more international data transfer station; having at least 1 more international data center; piloting and moving towards officially trading digital assets using NFT...
According to statistics, the digital economy accounts for about 24% of Da Nang city's GRDP in 2024. Da Nang's software export turnover reached 165 million USD, digital human resources account for about 8% of the workforce (the national rate is 3%).
According to Vice Chairman of the City People's Committee Ho Quang Buu, the city's target of digital economy accounting for at least 35-40% of the total GRDP is a very large number, requiring strategies, policies and comprehensive digital transformation efforts. "For Da Nang, developing the digital economy is not only a strategic task to improve competitiveness, but also the key to building a smart, creative, livable and sustainable city," said Mr. Ho Quang Buu.

Focus on key areas
According to Associate Professor Dr. Tran Minh Tuan, Director of the Department of Digital Economy and Society (Ministry of Science and Technology), the "formula" for success for the digital economy is to have a foundation of governance and operations; centralized data; artificial intelligence transformation and human resource training.
The key areas that Da Nang needs to focus on to promote the digital economy include trade, tourism, culture, processing and manufacturing industry, logistics, agriculture, environment, and energy.
Associate Professor Dr. Tran Minh Tuan recommended that Da Nang needs a reasonable implementation roadmap. Specifically, the 2025 - 2026 period needs to focus on infrastructure investment and digital transformation of enterprises.
In the 2027 - 2028 period, develop an open data platform, applied AI, Da Nang Free Trade Zone and regional connectivity with the pilot of "borderless digital tourism", smart ports, and international financial centers.
According to Associate Professor Dr. Bui Quang Binh, University of Economics (University of Danang), the international financial center is a new, highly anticipated digital economic development space for Danang. This will be a convergence point of capital - technology - data - human resources and a "launch pad" for Danang's digital economy to reach regional levels.
Associate Professor Dr. Bui Quang Binh also recommended that there should be a roadmap for action in the short, medium and long term with the Da Nang International Financial Center. In particular, it is necessary to soon announce priority project lists, promote digital banking, digital testing space, etc. In the medium term, it is necessary to form a digital financial service cluster associated with the Free Trade Zone; at the same time, attract financial technology funds, green finance, etc.
